About this file
This file contains Questions and Answers (Q&A) related to a Fort Bragg trailer removal solicitation (PANMCC26P0000038947). The requirement is for the removal of four modular office trailers consisting of eight trailer beds from Fort Bragg Foundry Lot to an off-post location. The solicitation is designated as a 100% Total Small Business Set-Aside, and award will be made to the responsible offeror with the lowest price. Quotes were originally due April 10, 2026, but were extended to April 17, 2026, 5:00 PM EST, and must remain valid for 90 calendar days. A mandatory site visit was scheduled for April 1, 2026, at 2-1731 Stiner Rd, Fort Bragg, NC 28307.
Key contract requirements establish that the contractor assumes full ownership, title, and liability for the trailers immediately upon their exit from Fort Bragg property and is responsible for transport to a lawful off-post location of the contractor's choosing. The contractor must separate the four double-wide modular trailers (approximately 24 feet wide by 60 feet long) into eight individual sections, with no reassembly required. The trailers have been staged for an estimated 20 to 30 years; axles and tires are attached but their operational condition is unknown, hitches have been removed and require reattachment, and original hardware may be incomplete. The contractor bears full responsibility for all separation, loading, rigging, lifting, personnel, equipment, and transportation services, including compliance with all applicable federal, state, and local laws. The contractor must remove all associated materials (skirting, steps, blocking, tie-ins, hardware, debris) and restore the site. Post-award deliverables include a Transportation Plan, safety plans, Accident Prevention Plan, and Activity Hazard Analyses. No hazardous materials have been identified by the Government. All coordination for on-post logistical challenges, including road closures, power line de-energizing, and Military Police support requests, must occur through the Contracting Officer's Representative. Final disposition of the trailers is entirely at the contractor's discretion.

18th ABC Trailer Removal Questions:
1. Could you please provide the intended delivery location or approximate distance for the off-post transport? If long-distance (out-of-state) transport is anticipated, any information regarding the destination state(s) would be appreciated. This will allow for more accurate pricing and proper coordination of permits and logistics.
Answer: There is no Government-specified delivery location. As stated in the Performance Work Statement (PWS), once the trailers leave Fort Bragg property, the contractor assumes full ownership, title, and liability for the trailers. The contractor is responsible for transport to a lawful off-post location of its choosing and for all associated costs and logistics.
2. Based on the provided images, it appears the modular units may require separation into individual sections for transport. Can you confirm whether separation is required under this scope, and if so, whether reassembly at the final destination will be required?”
Answer: Yes, the contractor is responsible for separating the four (4) double-wide modular trailers into eight (8) individual transportable sections. The Government does not require reassembly; final disposition of the trailers is the responsibility of the contractor upon assuming ownership.
3. Can you provide an estimate of how long the trailers have been staged at their current location or when they were last transported? This information will assist in assessing handling requirements and planning safe transport.
Answer: The exact time is unknown, but the trailers have been staged at their current location for an estimated 20 to 30 years.
4. Could you please confirm if this solicitation is designated for Small Business or Service-Disabled Veteran-Owned Small Business?
Answer: This acquisition is a 100% Total Small Business Set-Aside.
5. Please confirm the correct set-aside status for this requirement. The RFQ front matter states Total Small Business Set-Aside, while the evaluation addendum references Total Service-Disabled Veteran-Owned Small Business Set-Aside.
Answer: The correct status is 100% Total Small Business Set-Aside.
6. Please confirm the correct evaluation factors and required quote submission contents. The current evaluation addendum appears to request a training plan, course syllabus, instructional methodology, and instructor qualifications related to Emotionally Focused Therapy, which does not appear applicable to trailer removal services.
Answer: The evaluation factors related to Emotionally Focused Therapy are not applicable to this requirement and were included in error. The Government will issue a formal amendment to the solicitation to remove the incorrect evaluation addendum. Please see the response to Question 7 for the correct basis for award.
7. Please confirm whether this requirement will be evaluated based on price only, or based on technical capability, past performance, and price.
Answer: The award will be made to the responsible offeror whose quote conforms to the solicitation with the lowest price.
8. Please clarify the exact off-post delivery location, or confirm whether the contractor may remove and transport the trailers to a contractor-selected lawful off-post location.
Answer: There is no Government-specified delivery location. The contractor assumes ownership and is responsible for transporting the trailers to a lawful off-post location of their choosing.
9. Please provide the approximate dimensions, weights, and any available condition details for each of the eight trailer sections, including whether the running gear, axles, tires, hitches, and towing components are intact and transport-ready.
Answer: The axles and tires are attached to the trailers; however, their operational condition is unknown. The hitches have been removed and are stored under the trailers. Re-attachment will be required. The Government does not guarantee that all original hardware (bolts, nuts) is present. Offerors are strongly encouraged to bring spare hardware and tires. The double wide trailer is approximately 24 ft (W) x 60 ft (L).
10. Please clarify whether the contractor is responsible for all separation, loading, rigging, lifting, and transport activities, and whether any Government assistance, escorts, or traffic control will be provided.
Answer: The contractor is responsible for providing all personnel, equipment, and services required for the complete and safe separation, loading, rigging, lifting, and transport of all eight (8) trailer sections. The contractor shall comply with all applicable Federal, State of North Carolina, and local transportation laws and regulations at all times during contract performance, both on and off the Fort Bragg installation.
The Government will not provide direct assistance in the form of labor or equipment (e.g., cranes, forklifts).
However, for logistical challenges encountered on the Fort Bragg installation, the contractor must coordinate with the Contracting Officer's Representative (COR) as the single point of contact. This includes, but is not limited to, the following:
Road Closures & Power Lines: Should the contractor’s approved Transportation Plan identify a need for road closures or the de-energizing of on-post power lines to ensure safe transit, the contractor shall formally submit this request to the COR. The COR will coordinate with the Fort Bragg Project Management Office (PMO) and other necessary installation authorities to facilitate these actions.
Traffic Control / Escorts: The contractor is responsible for identifying all traffic control and escort requirements for its on-post movements. Any request for Military Police (MP) support must be submitted through the COR for coordination. The provision of MP support is not guaranteed and is subject to installation priorities and availability.
The contractor remains solely responsible for obtaining all required permits and arranging any necessary escorts for transportation on public roadways outside of the installation.
11. Please clarify what specific materials must be removed from the site as part of trailer preparation and site restoration, including skirting, steps, anchors, blocking, tie-ins, connecting hardware, debris, and any other associated materials.
Answer: The contractor is responsible for removing all materials associated with the trailers and their performance of the work. This includes, but is not limited to, all skirting, steps, blocking (wood and stone), tie-ins, connecting hardware, and any other operational debris. The site is to be left free of all contractor-generated materials.
12. Please confirm whether the Government has identified any hazardous materials, environmental concerns, or disposal restrictions associated with the trailers.
Answer: The Government has not identified any hazardous materials associated with the trailers themselves. The contractor is responsible for adhering to all federal, state, and local environmental laws and regulations for the final disposition of the trailers after they are removed from the installation.
13. Please clarify the transfer of ownership and liability language in the PWS. Part 5.2.5 references Part 3.1, but Part 3.1 appears blank. Please confirm the controlling language regarding title, ownership, risk of loss, and liability.
Answer: The reference should be to PWS Part 1. The controlling language is in PWS Section 5.2.5, which states: "In accordance with Part 1, the Contractor assumes full ownership, title, and liability for the trailers immediately upon their exit from the Fort Bragg installation boundary. The Government will consider the trailers successfully disposed of at that point." An amendment will be issued to correct the reference in PWS 5.2.5.
14. Please confirm whether the Transportation Plan, safety plans, Accident Prevention Plan, Activity Hazard Analyses, and related submittals are post-award requirements only, and not required as part of the initial quote submission.
Answer: All plans and submittals, including the Transportation Plan and Accident Prevention Plan, are post-award deliverables and are not required with the initial quote.
15. Is there a designated off-site delivery location, or is the contractor responsible for selecting the destination?
Answer: The contractor is responsible for selecting the final destination.
16. If applicable, is there any distance limitation or preferred disposal/storage area?
Answer: There are no distance limitations or preferred locations imposed by the Government.
17. Should the trailers be relocated for reuse, or disposed/scrapped after removal?
Answer: Final disposition (e.g., reuse, scrap, disposal) is at the sole discretion of the contractor upon assuming ownership.
18. Are there any specific requirements or restrictions regarding transportation routes or drop-off locations?
Answer: While on the installation, the contractor must use main roads suitable for the load and exit through the nearest appropriate main gate. All off-post routing and destination selection is the contractor's responsibility.
19. Additionally, could you please clarify the required handling and final disposition of the modular units included in the project scope?
Answer: The contractor is responsible for all handling required to safely remove the modular units from the installation. The final disposition of the units is the responsibility of the contractor after transfer of ownership.
