About this file

This is a FAR Part 6 Justification and Approval document for a sole-source contract extension. The Directorate of Public Works at Fort Bliss, Texas seeks to extend recycling and refuse removal services with the incumbent contractor, Adastra Ecological Services, Inc., for an additional 4-month, 12-day period from February 22, 2026, through July 3, 2026. The extension is justified under 10 U.S.C. § 3204(a)(1) and FAR 6.302-1 (Only One Responsible Source) because the current contract expires February 21, 2026, and the follow-on competitive solicitation has not been completed due to procurement documentation revisions and government shutdown delays. The contractor will provide all personnel, equipment, supplies, facilities, transportation, and supervision necessary to perform refuse removal services at multiple locations including Fort Bliss, Biggs Army Airfield (East Biggs), William Beaumont Army Medical Center (WBAMC), and surrounding training ranges in El Paso and surrounding New Mexico counties. The contract is Firm-Fixed-Price and will be funded using FY 2026 Operations and Maintenance funds from the U.S. Army Mission and Installation Contracting Command (MICC) Fort Bliss.

The procurement action is classified as a sole-source extension to the existing 8(a) program contract W911SG-22-C-0007, with eight potential vendors identified through a sources sought notice published February 5, 2026 (Suntiff LLC, CWS, Freight Runners Inc, SpecPro, Adastra Ecological Services Inc, Access Environmental, BHPE LLC, and SPMC International LLC). The justification emphasizes that the short timeframe and critical nature of recycling services make transitioning to a new contractor impractical without service disruption, and Adastra Ecological Services is uniquely positioned to continue operations due to its familiarity with agency requirements and established infrastructure. Fair and reasonable pricing was determined using an independent government estimate and contract history analysis. The contracting officer certified approval on February 2, 2026, with the extension subject to fund availability.

sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

a. Background: Adastra Ecoloigical Services, Inc is currently providing Recycling Services under the contract, W911SG-22-C-0007, which expires 21 February 2026. The MICC-Fort Bliss has experienced delays completing the procurement for the follow-on contract for Refuse and Recycling Services. Several revisions to the procurement requirements documentation were necessary to capture the requirement accurately and then those delays were further exacerbated by the Government Shutdown. Adastra Ecoloigical Services, Inc has the resources to continue these mission-critical services without interruption while the Government completes the follow-on solicitation. To prevent a lapse in services during this period, extending Adastra Ecoloigical Services, Inc the contract is in the best interest of the Government which expires on 21 Februrary 2026.

7. Efforts to Obtain Competition: The Contracting Officer issued the notices mandated by FAR 5.201. A Sources Sought notice was published on 5 February 2026.

a. Effective competition: This is a sole source action to extend an existing contract; effective competition is not applicable

8. Actions to Increase Competition: The current contract is in the 8(a) program. The Government intends to issue the follow-on with coordination with the Small Business Administration in order to determine course of action.

9. Market Research: Market Research for this requirement using NAICS code 562111 (Solid Waste Collection) was completed for the follow-on contract to determine the interest and capability of small business firms with the knowledge, experience and business acumen commensurate with the level of effort required. In accordance with DFARS PGI 206.302-4(d), the market research previously conducted, including the sources sought noticed published on 5 February 2026, remains applicable as there have been no significant changes to the requirement or the market environment. The sources sought notice indicated that eight (8) potential vendors provided capability briefs.

10. Interested Sources: In accordance with DFARS 205.205-71, DFARS 206.302- 1(d),and PGI 206.302-1(d), MICC-Fort Bliss previously posted a source sought notice on SAM.Gov on 5 February 2026. Eight (8) responses shown below) were received to the sources sought notice, and the circumstances remain unchanged since the previous contract extension. The current contract is set to expire on 21 February, and the competitive solicitation process for the follow-on contract has not yet been completed.

While market research has identified potential interest from other vendors, the short
