About this file
This is a Memorandum for Record - Limiting Competition document from the United States Army Mission and Installation Contracting Command (MICC) at Fort Hood, detailing a sole source procurement. The Army Test & Evaluation Command (ATEC) at White Sands Missile Range requires four SPARTE 63TAA320 power conditioners from SAFRAN Defense & Space Inc. for their antenna network, critical for telemetry systems during test missions. The total contract value is $223,500.00, with a fixed-price, purchase order mechanism using Research, Development, Test & Evaluation (RDT&E) funds for fiscal year 2024.
The justification for sole source procurement centers on SAFRAN's proprietary antenna technology and specialized expertise specific to the missile test range environment. Recurring power instability issues have caused frequent telemetry tracker shutdowns, risking critical data loss during mission hot firings. SAFRAN's existing maintenance contract (W91151-24-C-0003) and deep understanding of the infrastructure make them uniquely positioned to provide these power conditioners without introducing operational risks. Market research confirmed no alternative vendors could provide the necessary services due to the proprietary nature of the antenna software and design rights.

5. Reasons for Authority Cited:
Safran Defense and Space possesses proprietary antenna technology and specialized expertise that is critical for the operational and mission requirements at WSMR. Their systems have been specifically designed, tested, and integrated to meet the unique landscape of the expansive missile test range environment. Over time, Safran has developed an in-depth understanding of the existing infrastructure at WSMR, ensuring seamless integration, support, and maintenance of antenna systems which is supported through a service contract W91151-24-C-0003. This continuity and knowledge base makes them uniquely positioned to provide the necessary services without introducing risk, delay, or the need for significant re-engineering.
The need for power conditioners at our telemetry sites emerged due to recurring power instability issues since the initial system installation. At that time, SPARTE power conditioners were not included, but their necessity has become increasingly evident as power surges and spikes at various sites have caused frequent shutdowns of the telemetry trackers, which are designed to protect the equipment. While these shutdowns serve as a protective function, they result in the loss of critical telemetry data—particularly during mission hot firings. This data is essential for both the success of the projects and flight safety. A loss of data during a mission could lead to the termination of the test by flight safety personnel, halting critical operations and potentially causing a mission failure. Without power conditioners, these interruptions in telemetry data would remain a persistent risk, jeopardizing the integrity of the mission and compromising flight safety. Therefore, the installation of power conditioners is not only necessary but crucial to ensuring reliable telemetry data and safeguarding the success of future missions.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 ☒ apply and will be followed.
Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A) unless:
☒ Action is NOT a brand name restriction and is under $250K, no posting required.
☐ Action is a brand name restriction, under $25K, no posting required.
☐ Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.
7. Market Research: Market research was conducted in accordance with FAR Part 10 and Defense Federal Acquisition Regulation Supplement (DFARS) Part 210. Internet searches for the SPARTE 63TAA320 were performed to assist in determining pricing and market capabilities, however, there were no vendors capable of providing the necessary services, products and incidental installation of the Power Conditioners due to the proprietary nature of the antenna software, internal equipment, and the design rights. SAFRAN Defense & Space was contacted and a quote for the power conditioners and installation was provided on 14 August 2025.
