About this file

This document is a Questions and Answers file for Project FQ-00040-24, focused on maintenance of airfield lighting control systems at Simmons Army Airfield (SAAF) and Mackall Army Airfield (MAAF). The document details vendor inquiries and official responses regarding the scope of a planned upgrade to the airfield lighting control and monitoring systems. Key details include: confirmation that the Performance Work Statement (PWS) intends to upgrade existing L821 systems to an L-890 Airfield Lighting Control and Monitoring System (ALCMS), merge runway lighting controls for MAAF's two runways into a single panel, incorporate beacon control into the new system, and maintain existing communication infrastructure with RS232 communications boxes on a fiber line. The windcones will remain unchanged, continuing to be powered by 120V and operated continuously without integration into the new system.

Questions Received from Vendors regarding Project FQ-00040-24 (Maintenance of Airfield Lighting Control Systems at SAAF and MAAF)

Simmons Army Airfield:

Question: Current Beacon, PAPI & REIL are not controlled by existing L-890 Crouse Hinds ALCMS. Is the intent of the PWS to incorporate the control and monitoring of the PAPI, REIL and Beacon as part of the ALCMS Upgrade? If that is true, please provide information regarding locations of existing control (contactors, breakers, etc.) for the PAPI, REIL and Beacon

Answer: No, the intent of the PWS is just strictly an upgrade of the ALMCS system itself.

Mackall Army Airfield

Question: MAAF has two lighted runways. RWY 12-30 is controlled by L-821 manual lighting control panel in the tower. RWY 16-34 is controlled by a L-821 Type 3 controller. Is the intent of the PWS to combine the control of both runways into one lighting control panel?

Answer: Yes

Question: Beacon is currently being controlled by L854 radio controller. Is the intent of the PWS to incorporate control of the beacon into the new ALCS?

Answer: Yes

Question: Are the windcones being powered off 6.6A series circuit?

Answer: No They are 120v installed by Sandhills Utility

Question: If windcones are powered off 120 VAC, is the intent of the PWS to incorporate control of the windcones into the new ALCS

Answer: NO These are lighted all the time

Question: Is the intent of the PWS to upgrade the existing L821 to a L-890 airfield lighting control and monitoring system? Or, is the intent of the PWS to upgrade the existing L821 Type 1 to a L821 Type 3 with HMI?

Answer: The intent is to upgrade to a L-890 ALMCS

Question: Please confirm the existing control cable between the HMI panel in the tower and the PLC cabinet for RWY 16-34
