About this file

This document is a Draft Performance Work Statement (PWS) and related Technical Exhibits for a federal contract opportunity for Solid Waste Management Services at the United States Army Yuma Proving Ground (USAYPG) in Arizona.

The government is conducting market research for this requirement and has issued a Request for Information (RFI) to gather industry input and feedback. The solicitation is expected to be classified under NAICS code 562111 - Solid Waste Collection, with an associated $47 million size standard. The PWS outlines the required services including collection and transfer of non-hazardous solid waste, recycling, food waste, and organics on a scheduled basis from various waste stream categories and locations. The Technical Exhibits provide further details on the historical collection schedule and service levels. The government is particularly interested in input from small businesses of all socioeconomic categories. This RFI is for market research purposes only and does not constitute a request for proposals at this time.

Solid Waste Task Notes:

1. Food Waste containers shall be picked up at a minimum weekly and adjusted to a frequency determined by the contractor approved by the KO based volume and to inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects. Schedules shall be adjusted as needed throughout the contract for volume control and to further inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects.

3. It is recommended that the costs associated with the collection and disposal of solid waste should be driven, completely or in part, by the quantity ( volume (and weight for reporting) of waste generated and disposed/diverted. Avoid situations where the cost are based entirely on an annual fee or cost per container pickup.

2. REFUSE, recyclables, and returnables shall be removed from the PREMISES at a frequency that will minimize the development of objectionable odors and other conditions that attract or harbor insects and rodents
