About this file
This document is a Justification and Approval (J&A) for a brand name procurement under FAR 13.106-1(b)(1) and related FAR 8.405-6 and FAR 16.505(b)(2) authorities. The Army Futures Command (TRAC) at White Sands Missile Range requires an upgrade to its security and access control system, which must be compatible with the existing Identiv HIRSH Velocity software. No other brand is compatible with the current system, and transitioning to a different product would incur additional costs and security risks. The procurement is a total small business set-aside with a Lowest Price Technically Acceptable (LPTA) evaluation. The key requirements include a Performance Work Statement (PWS) and redacted Justification document, which provide details on the salient characteristics and scope of work. This is a brand name sole source procurement under $250,000, so the public posting requirement is waived.

Or, ☐ FAR 16.505(b)(2)(i)(A) Urgency ☐ FAR 16.505(b)(2)(i)(B) Only One Awardee is Capable ☐ FAR 16.505(b)(2)(i)(C) Logical Follow-on ☐ FAR 16.505(b)(2)(i)(D) Minimum Guarantee ☐ FAR 16.505(a)(4) Brand Name
5. Reasons for Authority Cited: TRAC-WSMR requires the Identiv HISRCH Velocity Software Upgrade in support of our Security Directorate for access control and security operations. It is important that we continue to utilize the Identiv HIRSH Velocity Software.
No other brand name manufacturer offers software compatible with the existing badge readers in the secure facility. The use of any other brand would preclude this compatibility with existing systems. If TRAC cannot continue to use Identiv HISRCH Velocity products to maintain functionality and current levels of security access to the building, this will cause TRAC to incur addition, unobligated costs and create a potential security risk due to having incompatible security equipment. If TRAC is required to use a different product, that will require removal of the old security system and installation of a new security access system which will also create additional costs and security risks.
