PERFORMANCE WORK STATEMENT FOR

West Port High School JCLC

9-14 June 2024

PART 1

GENERAL INFORMATION

1. General: This is a non-personal services contract to provide services to support JROTC Cadet Leadership Challenge (JCLC) Camp Shands 2024 to provide meals, facilities, and training for 315 Cadets and 75 Cadre consisting 20 JROTC programs form over Northern and Central Florida. The Government will not exercise any supervision or control over the contract service providers performing the services herein.

Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform and support JCLC Camp Shands, 9 – 17 June 2024, for 315 Cadets and 75 Cadre as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. Training categories include required, integrated, and organized activities. Required training includes leadership reaction and confidence courses, high ropes and low ropes courses, land navigation, water safety, and canoeing. The contractor shall perform to the standards in this contract.

1.2 Background: Cadet Command Regulation (CCR) 145-2 provides the guidelines for the training of the Junior Reserve Officers Training Corp Program and require JCLC Camp Shands 2024 location must have the capability to provide billeting, food service, transportation, medical support with facilities as well as rappel towers, pool, lakefront, confidence course and other sports complexes required to support JCLC for 315 cadets and 75 cadre members. Required training includes leadership reaction and confidence courses, high ropes and low ropes courses, land navigation, water safety, and canoeing. Intergraded training is to include physical training, field sanitation, leadership, and drill-and-ceremonies.

1.3 Scope: The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations, as specified herein, for JROTC Camp Shands 2024 from 9 -14 June 2024 in order to provide 315 Cadets and 75 Cadre members from 20 high schools with services necessary to complete the JCLC. The contract shall provide services in accordance with the terms, conditions and specifications set forth in this PWS. The contractor shall preform to standards in this contract.

1.4 Objectives:

- Provide a crime free environment throughout all activities, operations, and events.

- Provide meals beginning at lunch on 9 June and ending with lunch on 14 June 2024.

- Provide lodging for 315 Cadets and 75 Cadre from 9 -14 June 2024.

- Provide all training facilities and staff to support all events per the training schedule.

- Provide Cadets an opportunity to practice leadership skills in an unfamiliar environment.

- Allow Cadets a chance to participate in citizenship building exercises.

- Give Cadets the opportunity to experience living and interacting with their peers from other units in a military setting.

- Instruct leadership-type skills to Cadets in a “hands on” military type environment.

- Provide an opportunity to participate in adventure training not available to Cadets.

- Take advantage of recreational facilities available and to have fun.

1.5 General Information: Services shall include providing meals and facilities services to 315 cadets and 75 Cadre in and around the training sites at the vendor’s facility. The contractor shall furnish, facilities, equipment, supplies, management, supervision, and labor to provide meals and lodging as specified herein, for the JCLC for 315 and 75 Cadre for the period of performance of 9 -14 June 2024. The contractor shall provide services in accordance with the terms, conditions, and specifications set forth in this statement of work.

1.6 Quality Control Plan (QCP): The Contractor shall develop and maintain an effective quality control program to ensure service QCP to ensure services are performed in accordance with (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's quality control program (QCP) is the means by which it assures themselves that their work complies with the requirements of the contract.

1.6.1 Quality Assurance: The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standard will be applied, the frequency of surveillance, and the minimum acceptable defect rates.

1.6.2 Recognized Holidays: No Federal Holidays occur during the period of performance.

1.6.3 U.S. Holidays: No US Holidays occur during the period of performance.

1.6.4 Hours of Operations: The contractor is responsible for conducting business between the hours of 12:00 on 9 June until 1300 on 14 June 2024, except when the facility is closed due to local or national emergencies or similar Government directed facility closing. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.8 Contractor Support Hours: The contractor shall provide support between the hours of 0000-2359. The contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within the PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce is essential.

1.8 Place of Performance: The work under this contract will be performed at the contractor’s facility in Hawthorne, Florida.

1.6.6 Type of Contract: The government will award a Firm/Fixed price contract (FFP).

1.7 Security Requirements: The contractor shall be responsible for safeguarding all government equipment, information, and property during contract period. Contractor personnel performing work under this contract must maintain secure rooms upon completion of training during the event at time of the proposal submission and must maintain the level of security required for the life of the contract.

1.9.8 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.12 Contracting Officer’s Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractors preforms the technical requirements of the contract; perform inspections necessary in connection with the contract performance; maintain written and oral communication with the Contractor concerning the technical aspects of the contract;

issue written interpretation of technical requirements, including Government drawing, designs, specifications; monitor Contractor’s performance and notifies both the Contracting Office and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, which states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.13 Key Personnel: The contractor shall provide a contact manger who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager of alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available during 9 through 14 June 2024 during the hours of 0000 to 2359, Sunday thru Saturday except Federal holidays or when the government facility is closed for administrative reasons.

1.19 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interest (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s OCI Mitigation Plan will be determined to be acceptable solely at the discretion of the Contracting Officer. In the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS, ACRONYMS, AND ABBREVIATIONS:

2.1 DEFINITIONS: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.

CONTRACTING OFFICER- A person with authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the government. Note: This is the only individual who can legally bind the government.

CONTRACTING OFFICER'S REPRESENTATIVE (COR). As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR: “Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line-item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2- 2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”

CONTRACTOR- A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

CONTRACTOR-ACQUIRED PROPERTY - means property acquired, fabricated, or otherwise provided by the Contractor for performing a contract and to which the Government has title.

DAY – means, unless otherwise specified, a calendar day.

DEFECTIVE SERVICE- A service output that does not meet the standard of performance associated with the Performance Work Statement.

DELIVERABLE- Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

GOVERNMENT-FURNISHED PROPERTY – As reflected in FAR 52.245-1, Government-furnished Property “means property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification.

Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract.

GOVERNMENT PROPERTY - means all property owned or leased by the Government.

Government property includes both Government-furnished and Contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software.

PHYSICAL SECURITY- Actions that prevent the loss or damage of government property and the improper use or access to facilities owned or operated by the government.

QUALITY ASSURANCE. The government has procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

QUALITY CONTROL. All necessary measures must be taken by the Contractor to assure that the quality of any end product or service meet the contract requirements.

SUBCONTRACTOR- One that enters into a contract with a prime contractor. The Government does not have privacy of contract with the subcontractor.

2.2 DEFINITIONS: Contact Specific

CADET – An eligible student who is enrolled in JROTC and actively participating in a Leadership Education and Training level.

CADRE – Military instructor recognized by the Army employed to conduct JROTC at a school.

CHAPERONE – A person who accompanies and looks after another person or group of people.

JUNIOR RESERVE OFFICERS’ TRAINING CORPS (JROTC) – Organization of units established by the Department of the Army under Title 10, US Code 2031 at public and private secondary educational instructions to conduct a program of leadership instruction of students. It is a program designed to instill in students in United States secondary educational institutions the values of citizenship, service to the United States, personal responsibility, and a sense of accomplishment.

UNIT – The organization comprising JROTC Cadets and military instructors at one school.

2.3 ACRONYMS: Although not inclusive of every term used with in this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

GOVERNMENT PROPERTY (GP) AND SERVICES

3. GOVERNMENT PROPERTY AND SERVICES

3.1 SERVICES: West Port High School JROTC will provide a liaison during the planning, execution, and post contract dates to provide information as needed.

3.2 TRAINING: The government will provide training for land navigation.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. Contractor Furnished Items and Services:

4.1 General: The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed in this PWS. Contractor shall provide the personnel and resources required to ensure all cadets have the opportunity to complete the needed elements of all training activities within the allotted training times.

4.2 Secret Facility Clearance: Reserved.

4.3 Materials: The Contractor shall furnish all materials, supplies, and equipment necessary to meet the requirements under this PWS to include all condiments, utensils, plates, and napkins.

4.4 Vehicles and Equipment: The Contractor shall be responsible for set up of the serving line, tables, cooking equipment and meal serving equipment. Chafing dishes will be used to keep meals warm. The contractor shall provide all cleaning supplies to clean the tables and be responsible for all trash removal. The contractor shall provide a bed, or bunk (with mattress) for each cadet. Contractor shall provide twenty-four (24) Gators to transport participants, equipment, medical transport, and Security Force. as required.

Only JROTC cadre, medical, and security personnel will operate the Gators.

4.5 Background Checks: Reserved

4.6 Medical Support: The contractor shall provide trained and qualified medical staff that will be on site the entire time throughout the event. Minimum requirement will be at least one person with Emergency Medical Technician (EMT) Certification, an on-call physician, and a landing area for air evacuation.

4.7 Clothing: The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statements that may be offensive to the military or others using a portion of the uniform.

4.8 Utility Conservation: The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

4.9 Taxes: The government will be exempted from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.

4.10 Audio-Visual: The Contractor shall make available the dining facility and equipment for inclement weather. Inclement weather equipment includes lightning protective shelters, Dining Hall (Cap 100), Lodge (Cap 75), HQs building (Cap 50), and five billet sites (Cap 50 ea site). In addition, the contractor should be prepared to provide a projector and screen at the dining facility. No other audiovisual equipment is required.

4.11 Hand Held Radios: Contractor shall provide one (1) handheld radio (UHF/VHF Radio or similar radio) with charging port station capable of signal coverage throughout the confinement area of the camp.

4.12 Training Personnel: Contractor should provide the minimum personnel to support the different training venues Challenging Outdoor Personal Experience (COPE), Climbing, Rappelling, Archery, Obstacle Course and Aquatics) to conduct safe training.

4.13 Portable Latrines: Contractor shall provide 10 portable latrines located at multiple sites within the camp 9 – 14 June 2024. The portable latrines shall be empty/cleaned daily starting 9 June 2024 with last day of emptying/cleaning 14 June 2024.

4.14 Portable Water: Contractor shall provide 20,500 liters of potable drinking water.

4.15 Portable Showers: Contractor shall provide 4 portable showers (8 stalls each) placed at multiple locations to facilitate cadet hygiene.

4.16 Ice: Contractor shall provide 20,500 pounds of potable ice and sufficient storage containers to hold the ice. Ice may be in bulk ice machines or bagged.

4.17 Security: The contractor shall provide security to ensure participants are in a safe and crime free enviromrnt.

4.18 Courtesy: The contractor's employees shall be courteous to all persons served under this contract. Courtesy rendered shall be equal to that rendered to other customers of the establishment and equal to that expected of any public lodging facility.

Services and consideration provided all guests shall be provided to event participants.

PART 5

SPECIFIC TASKS

5.1 Basic Services: The contractor shall provide all services for meal preparation, serving and clean up as well as furnishing all lodging, facilities, equipment, showers, and latrines in order to conduct JCLC 2024 9 -14 June 2024 for 315 cadets and 75 cadre from 20 schools.

5.1.1 The Contractor shall furnish all necessary servicing equipment to include disposable utensils, plates, cups, assorted condiments, and napkins for duration of established time period.

5.1.2 The Contractor shall provide the necessary management, supervision and labor required to set up, operation, clean up to include removal of trash/waste from the dining area.

5.1.3 Contractor shall have the serving area established and ready to serve no later than 15 minutes prior to each scheduled mealtime.

5.1.4 The Contractor shall provide a minimum of two serving lines for each meal to expedite the service.

5.1.5 The Contractor shall provide the necessary management, supplies, equipment, supervision, and labor required to support the lodging requirements of the PWS.

5.1.6 Medical Support: The contractor shall provide trained and qualified medical staff that will be on site the entire time throughout the event. Minimum requirement will be at least one person with Emergency Medical Technician (EMT) Certification, an on-call physician, and a landing area for air evacuation.

5.2 Tasks: Tasks consist of the following:

5.2.1 Lodging. The contractor shall provide three (3) facilities that will accommodate 70 to 80 cadets and four chaperones. Cadets will be limited to double occupancy in tents.

Chaperones will be housed with cadets in order to maintain supervision at all times. The contractor shall provide separate lodging to accommodate 75 cadre.

5.2.2 Housing Requirements. The contractor shall provide housing for the estimated 315 Cadets and 75 Cadre members participating in JCLC for the period of 9-14 June 2024. Housing must include one bed per individual.

5.2.3 Reserved

5.2.4 Billeting. The contractor shall lodge male and female cadets in separate areas.

The facility shall provide separate lodging accommodations for cadre. The facility shall be able to accommodate male and female cadre in separate rooms based on gender.

The contractor shall provide separate restroom and shower facilities for males and females. The showers shall have a shower curtain and a divider between showers to afford privacy while showering.

5.2.5 Meals:

5.2.5.1 Menus. Contractor shall provide Adult Size meal portions for all camp participants from 9 - 14 June 2024. Contractor shall provide meals in accordance with the menu under specific tasks listed in section 5 below

5.2.5.2 Meal Requirements. All meals shall be served hot, must be nutritionally balanced and follow USDA dietary guidelines. The menu shall be coordinated with the Government POC upon receipt of the award date as soon as possible within 10 days.

Any changes to the menu for alternative replacements shall be coordinated upon at that time. Water shall be served with all meals.

Note: consideration / accommodations must be made for vegetarian meals for 10 approx. 5-8 people per meal. Daily headcount will be as follows:

9 June – Lunch, Dinner (45 Cadets and 40 Cadre/chaperones) 10 June – Breakfast (45 Cadets and 40 Cadre/chaperones) 10 June - Lunch, Dinner (315 Cadets and 75 Cadre/chaperones) 11 June – Breakfast, Lunch, Dinner (315 Cadets and 75 Cadre/chaperones) 12 June – Breakfast, Lunch, Dinner (315 Cadets and 75 Cadre/chaperones) 13 June – Breakfast, Lunch, Dinner (315 Cadets and 75 Cadre/chaperones) 14 June – Breakfast, Lunch (315 Cadets and 75 Cadre/chaperones)

5.2.5.3 Sample Menu:

Sample Breakfast 1: Scrambled Eggs, bacon, hashed brown potatoes, cold cereal, toast, milk/assorted juices, and coffee.

Breakfast 2: Scrambled Eggs, creamed ground beef on a biscuit, hash brown potatoes, assorted fruits, assorted cookies, milk/assorted juices, and coffee

Lunch: cold cuts / sandwich on bread or roll, lettuce, cheese, mayo, mustard, etc, chips, 2 choices of desert, fruit punch, milk & coffee (and condiments)

Dinner 1: Lasagna, chicken tenders (2 choices), rice pilaf, baked potatoes, 2 vegetable choices, 3 desert choices, salad, rolls, juice, milk, & coffee (and condiments)

Dinner 2: Fish sandwich, beef stroganoff, egg noodles, (2 choices), potato wedges, 2 vegetable choices, 3 desert choices, salad, rolls, juice, milk, & coffee (and condiments) Note: consideration / accommodations must be made for vegetarian meals for 9approx.

5-8 people per meal.

5.2.5.4 Feeding Times:

0600-0830 Breakfast 1200-1300 Lunch 1700-1830 Dinner

5.2.6 Training Facilities: The contractor shall provide the following service for Camp Shands JCLC 2024. There will be 315 Cadets and 75 Cadre during contracted period.

The dates are 9 -14 June 2024.

5.26.1. The contractor shall provide certified lifeguards/spotters for waterfront usage for a weeklong training course. All Lifeguards on site will have Lifeguard certification, CPR and First Aide training, Swim Defense, and Safety Afloat.

5.2.6.2 The contractor shall provide qualified and trained instructors on all the training events in paragraph

5.5. through 5.5.9.

5.2.6.3 The contractor shall provide five days of use of the low and high challenge ropes course, leadership reaction course, climbing tower, and obstacle course. Contractor shall provide qualified and trained instructors. The contractor shall start off by providing team building games and activities that are performed in an open field to get the groups to “form” cohesive groups. The contractor shall use this time to see the group dynamics and put the cadets in groups for the three courses. The contractor shall next progress to the leadership reaction course/obstacle course. The contractor shall supervise and provide guidance to the groups through an obstacle course of 11 elements that each group of cadets need to work through as a team. Finally, the contractor shall provide and supervise the groups of cadets through at least four different high rope bridges and at least one zip line for the low and high challenge ropes course.

5.2.6.4 The contractor shall provide five days of use of the land navigation course with instructors and necessary navigational markers. The contractor shall provide 4 to 5 acres of terrain that is a combination of wooded, open ground and some minor hills on which to conduct land navigation training. The contractor shall provide maps to the cadets, if needed.

5.2.6.5 The contractor shall provide five days usage of the large swimming pool that is a minimum of 25 meters in length or a comparable area of private lake. The contractor will provide lifeguards and spotters.

5.2.6.6 The contractor shall provide five days usage of the athletic field about the size of a football field. The athletic field should be an open field with no obstacles that allow any number of sports to be played by the cadets.

5.2.6.7 The contractor shall provide five days use of the canoes/canoe course with the necessary trained guides. The contractor shall transport the cadets to the drop off and pick up points on the river. Between travel to and from the drop off and pick up sites and time on the river, the contractor shall provide river trips six (6) to seven and a half (7.5) hours in length. If the weather looks questionable, the contractor should perform the canoeing on a lake near the shore so the cadets can be taken off the lake quickly if the weather gets worse. The contractor shall provide fishing or additional team building exercises for those who choose to stay at camp instead of going on the canoe course.

5.2.6.8 Water containers shall be located at each training site. Contractors shall fill containers with ice and water twice daily (start at AM and PM training).

5.2.6.9 Porta-johns shall be located at sites when bathroom facilities are not within the training site for accommodations and shall have a hand washing station for field hygiene.

5.3.1 Lodging Specifications The contractor’s facilities shall meet the following minimum standards.

5.3.2 Housing must include one bed per individual. Cadre housing is in buildings or fixed structures located on camp property. Cadet billeting limited to double occupancy in tents.

5.3.3 Is not undergoing renovation or remodeling during the time of the camp and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics.

5.3.4 The contractor shall provide non-smoking sleeping facilities that are furnished solely on the basis of one individual to a bed with no more than two individuals to a room for double occupancy spaces.

5.4 Fire and Safety. The contractor’s facility shall comply with applicable fire and safety codes and regulations.

5.5 Program Area Facilities. The contractor’s facilities shall meet the following minimum standards. Contractor shall ensure all facility and individual equipment necessary for full and safe conduct of the activities is present at all program area facilities.

5.5.1 High COPE. At a minimum, 8 separate elements including two zip lines, two confidence poles/leap of faith, multiline traverse, giant ladder, skywalk, and at least one other element operating simultaneously.

5.5.2 Leadership Reaction Course/Low COPE. At a minimum, 8 elements operating simultaneously.

5.5.3 Rappelling. At a minimum, four rappel lanes capable of double rope rappel, and two rappel lanes of no more than 16 feet in height capable of double rope rappel for beginners, all operating simultaneously with each other and with the climbing requirement below.

5.5.4 Climbing. A minimum of one climbing wall exceeding 15 feet in height operating simultaneously with rappelling requirement above.

5.5.5 Instructional Swim. Non-swimmer, beginner, and swimmer instruction areas at both the lake and pool simultaneously.

5.5.6 Lakefront. Lakefront will include a “safe zone” encompassing the swimming and watercraft launch areas as well as extending from the swimming and watercraft launch areas including the surrounding space at least 100 feet from the swimming area or watercraft launch location. The safe zone must also include a 100-foot-wide minimum clear water access zone for all watercraft from the launch area to open water on the lake. This safe zone will be free of hyacinths, weeds, branches, logs, etc., or other vegetation that obstructs a clear view of the water in the swimming area or launch location. The safe zone will also be clear of underwater vegetation, branches, logs, etc., to the bottom of the lake in case cadets fall off or out of their watercraft. Open water on the lake will have sufficient space that no cadets will come within 100 feet of vegetation of any kind that obstructs a clear view of the lake surface. Lakefront will also include sufficient kayaks, canoes, paddle boards and all necessary safety equipment to conduct waterfront activities.

5.5.7 Pool. Full use of all pool facilities and capabilities.

5.5.8 Archery. All equipment and facilities necessary for safe conduct of the archery range.

5.5.9 Obstacle Course. All elements fully functional for safe cadet participation.

5.6 Miscellaneous Services. The contractor shall not be responsible for any miscellaneous charges incurred by the JCLC participant. The contractor shall explain to the participant that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges, pay-for-view movies, room service, internet service, meals in excess of the contract requirements, and other such services.

5.6.1 Contractor shall provide all food and condiments for use at each meal.

5.6.2 Contractor shall provide serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal.

5.6.3 Contractor shall wipe down and sanitize all tables at serving location as well food preparation area and equipment. Contractor shall ensure the salad bar area is wiped down and kept clean during all meals.

5.6.4 Contractor shall ensure that all food serving stations are properly covered to prevent contamination from ceiling vents, server hygiene, etc.

5.7 Menu. The contractor shall ensure peanut butter, jelly and bread are available on the salad/condiment bar for all meals on a self-serve basis. The contractor shall ensure that all food portions are adult size for all JROTC Cadets, Cadre and Chaperones/Medical/National Guard participants. Where portion sizes are specified, they are the size per person minimum requirements. The contractor shall prepare and serve the following menu at a minimum:
