KNOX SAT Control No. 0166

SOLE SOURCE JUSTIFICATION

(Simplified Acquisition Procedures under FAR Part 13 Not Exceeding $150K

1. Agency/Contracting Activity: Mission Installation Contracting Command- Ft Knox

2. Description of Action:

Nature: New Requirement Follow-On Requirement Mod to Existing Purchase Order/Contract Number

Pricing: Firm-Fixed Price Time and Materials

Funds: OMA / MPA Other Funds:_________

3. Description of Supplies/Services:

a. The total estimated dollar value of the proposed action is $_70,675

b. The contract is in support of JROTC summer camp (JCLC) for the purchase of meals and lodging for 290 JROTC cadets & 60 cadre / instructors from 27 June 2019 thru 2 July 2019 at the New York Military Academy in Cornwall, New York.

Action using Simplified Acquisition Procedures

FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g.

urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reason for Authority Cited: An extensive search, both on the internet and in-person was undertaken to find a facility that could house and safely and securely accommodate 350 cadets & cadre for JCLC. Previous training events were contracted at Camp Smith (a nearby National Guard facility). However the demands placed on Camp Smith and the inability to secure the facility make us vulnerable to being “bumped” for higher priority units. The United States Military Academy and Prep School at West Point was contacted and billets and space remain unavailable due to their own summer activities. Local colleges and universities were also contacted to no avail and likely would cost considerably more. We have utilized the New York Military Academy in the past and it appears to be the only facility within the local area that allows us to possess unfettered access and locked in events as we coordinate other supporting contracts (i.e. bus, high ropes, etc.). A detailed internet search on 27 NOV 18 corroborated this determination that no other venues are available that can support our lodging, feeding and serve as appropriate “hub” to conduct our training.

6. Actions to Increase Competition: (RFI issued, sole source synopsis posted on Federal Business Opportunities website etc)

7. Market Research: We have been conducting JCLC in the area for the last 8 to 10 years at the end of June / early July. Every year we have a similar issue of trying to find adequate barracks and facilities to house 250 to 300 cadets. The past Camp Commander (Colonel Donald Bernstein) and several cadre have visited local Boy Scout camps, religious retreat sites, West Point, USMA Prep School as well as Camp Smith (a great alternative) and local colleges & universities (Mount Saint Mary College & Marist college). In fact, in a previous year we were set to return to Camp Smith for JCLC, however deploying National Guard units took priority and we lost our barracks space one month prior to training (that had been reserved for us since July 2015). We revisited these facilities and the conditions remain unchanged at West Point and Camp Smith.

9. Additional information to support the justification: The ability to secure a location without the looming threat of losing space or training areas due to competing higher priorities is of grave concern. Numerous school districts and parents of minor children (cadets) must feel secure in the location of our training event as they entrust their young people under our care and leadership to execute this mission. This location also reduces transportation ccosts to the different training venues we utilize during the execution of camp.
