PERFORMANCE WORK STATEMENT
2nd RANGER BATTALION- Hotwire training for MLAT 1-18
Background:
2nd Ranger Battalion, 75th Ranger Regiment will conduct Special Operations SOP training at Joint Base Lewis-McCord (JBLM), WA from 19 March 2018 to 23 March 2018 and Pendleton, OR from 24- 30 March 2018. The purpose of this training is to rehearse and implement the skills needed to clear vehicles from terrain required to conduct successful special operations airfield seizure missions.
Overview:
There are three parts to this contract-
1. Instruction: 3 days of 8 hour long instruction with 2xSME’s instructing 40 Rangers on 20-22MAR18. 12 Vehicles (4 used each day) dropped on 19MAR18 and picked up on 24MAR18. Comment by Author: Where is the drop off location? You have a location below but no location here.

2. JBLM Mission Night Cars: 5x Vehicles delivered on 19MAR18 to JBLM, WA. All vehicles picked up on 24MAR18. Company Rep must be on site during pick-up/drop. No personnel required in between pick-up/drop off.

3. Pendleton, OR Mission Night Cars: 5x Vehicles delivered on 23MAR18 to Pendleton, OR. All vehicles picked up on 30MAR18. Company Rep must be on site during pick-up/drop. No personnel required in between pick-up/drop off.

2. 23MAR18- Drop off Pendleton Airport 30MAR18- Pick up Pendleton Airport Contingency Clause- Contractors should be prepared to: Instruct twice the amount of students in one day (same time period 1300-2100) if a jump is cancelled and two companies must go through hotwire training in one day Vehicle Specification:
Provide vehicles mid to late model 90s and foreign make sedan, small pick-up truck, or small SUV. Each vehicle will have a battery and be fully functioning. Comment by Author: Do you want some of these vehicles standard or automatic

Deliverables:
Hotwire/Electronic Bypass 3 Day Course - 20-22MAR18:
a. Hotwire/Electronic Bypass 3 Day Course will be conducted from 20 March – 22 March 2018. Comment by Author: There will not be a make up class on the 23 Mar?
b. 4 Subject Matter Experts (Instructors), 3 Day Program of Instruction, 1300 to 2000 each day (or as designated by customer), and all course training aids. These SME’s will provide both outside classroom instruction as well as hands-on training to 40 Rangers a day for two days.
c. 12 TARGET VEHICLES will be delivered to train to NOBLE HILL, JBLM, WA on 19 March 2018 and removed from site designated by customer on 24 March 2018. Vehicles will be mid to late model 90's and foreign make sedan, small pick-up truck, or small SUV. Each vehicle will have a battery and be capable of running.
JBLM Mission Night Hot Wire Vehicles – 19MAR18 (Drop off) / 24MAR18 (Pick up):
a. 5 TARGET VEHICLES will be delivered to NOBLE HILL, JBLM, WA NLT 19 March 2018 then removed on 24 March 2018. Each vehicle will have a battery and be capable of running.
b. Company Rep must be on site during pick-up/drop. No personnel required in between pick-up/drop off.
c. The purpose of these vehicle is to utilize them for three nights of training- thus the vehicles must be able to run for three nights after being previously hotwired the night before.
MLAT Hot Wire Vehicles – Pendleton, OR:
a. 5 TARGET VEHICLES will be delivered to Pendleton, OR on 22 March 2018 and removed on 30 March 2018. Each vehicle will have a battery and be capable of running.
b. Company Rep must be on site during pick-up/drop. No personnel required in between pick-up/drop off.
Government furnished property (GFE):

Travel and Specifications:
The contractor will be responsible for all travel and lodging for contracted personnel.

Additional Security Requirements needed:
1. Access and general protection policy and procedures. All contractor employees, including subcontractor employees, requiring access to an Army or USSOCOM controlled installation, facility, or area shall comply with applicable security policies and procedures (provided by the government representative). This includes policies pertaining to the use or prohibition of electronic recorders, devices, cameras, etc. If the Contractor is required to take photographs or videos on a Government Installation, the Contractor must obtain written permission from the Senior Commander. The contractor shall also provide all information required for background checks to meet installation and facility access requirements to be completed by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, USSOCOM, USASOC and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should Force Protection Condition (FPCON) at any individual facility or installation change, the government may require changes in contractor security matters or processes.
2. Pre-screen applicants using E-Verify Program. The Vendor must pre-screen applicants using the E-verify Program (http://www.dhs.gov/E-Verify) website to meet the established employment eligibility requirements. The vendor must ensure that the applicant has two valid forms of government issued identification. An initial list of applicants must be provided to the COR no later than 7 business days after the initial contract award to start the CI-focused security screening process.

Contractor Management Reporting (CMR):
(U) CONTRACTOR MANPOWER REPORTING
The Contractor shall report ALL contractor labor hours (including sub-contractor labor hours) required for performance of services provided under this contract for USASOC, via a secure data website collection site. The contractor is required to fill in all required data fields, via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: www.ecmra.mil.
(U) Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www/ecmra.mil/.
