About this file
This document is a FAR Part 6 Justification and Approval for Other than Full and Open Competition for the U.S. Army Corps of Engineers (USACE) Huntsville Center. The procurement is for renewing Poly, Inc.'s RangeSight Line of Sight (LoS) Design Software for the Ranges Training and Land Program (RTLP), with a four-year stand-alone contract consisting of one 12-month base period and three 12-month option years from 30 September 2025 to 29 September 2029.
The sole-source justification is based on RangeSight being the only software that can maintain compatibility with both AutoCAD and MicroStation while providing specialized functionality for live fire range designs. Previous attempts at competitive procurement resulted in design errors and integration issues. The software is a commercial off-the-shelf (COTS) product that allows civil engineers to analyze line of sight for training range designs, with capabilities including terrain analysis, firing position assessments, and view shed analysis. Market research, including an RFI on CHESS and a synopsis on SAM.Gov, resulted in zero alternative sources, supporting the sole-source determination.

5. Authority Cited: FAR 6.302-1– Only one responsible source and no other supplies or services will satisfy agency requirements.
6. Reason for Authority Cited: In accordance with FAR 6.302-1, it has been deemed that only one responsible source and no other supplies or services will satisfy agency requirements.
a. Background: RTLP is the Mandatory Center of Expertise (MCX) for USACE and is responsible for assisting in military agencies with the design of live fire training ranges enterprise wide. The RTLP MCX is responsible for reviewing designs, attending review meetings, and conducting construction inspections to ensure projects meet interface and standardization requirements. The vital component of these designs is a Line of Site (LOS) engineering application. This requirement is to procure and renew existing licenses for the engineering application/tool in support of the RTLP mission. In prior years similar software was procured via full and open competition, however the Government experienced multiple design errors, and the program was unable to successfully analyze aspects of civil designs due to the inability to incorporate various MicroStation and AutoCAD updates consistently. Therefore, the prior contract options were not executed.
Poly Inc.’s RangeSight software is currently the only software tool using geospatial data for LoS engineering that can maintain compatibility with both AutoCAD’s and MicroStation’s frequent updates. MicroStation and AutoCAD are standard USACE wide programs for construction designs and necessary for review of all construction projects at USACE. Poly Inc’s software tool is integrated within Environmental Systems Research Institute, Inc. (ESRI’s) ArcMap program as an add-on. ArcMap is a geospatial processing program to view, edit, create, and analyze geospatial data used by the RTLP and is both versatile and compatible with MicroStation and AutoCAD environments. As an add-on to a program used by RTLP for geospatial date that is also compatible with both MicroStation and AutoCAD which are standard USACE wide programs for construction designs, RangeSight allows civil designers to work in either software application and seamlessly transfer derived data between them while having the specialized tools necessary for the LoS analysis required in live fire range designs.
b. Alternatives: Alternatives include competing this requirement again. There are similar products available in the commercial marketplace. However, from the Government’s research these solutions have limited functionality for integration between AutoCAD and MicroStation and either not specialized enough for live fire ranges or are specialized for other uses not applicable to live fire ranges such as microwave radio links. A similar solution provided by HNTB did not stay up to date with both AutoCAD and MicroStation causing compatibility issues when transferring between programs resulting in design errors. The Government has been unable to identify any other Line of Sight software programs that can remain compatible with both AutoCAD and MicroStation that can deliver the necessary specialized functionalities for range designs. USACE’s long-term use of MicroStation and AutoCAD is currently unknown and, therefore, flexibility between the two is a priority.
c. Impact if not approved: If not approved, the RTLP will be unable to review, analyze, or take other actions necessary for their mission in supporting live-fire training ranges for the DoD. Other non-specialized applications or non-compatible application could result in critical design errors that could impact the safety of the warfighters using live fire ranges.
7. Efforts to Obtain Competition: The only source for this requirement is Poly, Inc. Poly, Inc.
is the only source and does not have resellers. Prior attempts to compete resulted in faulty products and inability to validate Live Fire Range Designs, therefore, competition is not possible. Until the manufacturer partners with resellers or a product with similar MicroStation and AutoCAD compatibility is available via a COTS procurement, competition is not possible.
a. Effective competition: Because this is a sole source action, effective competition is not possible. The Contracting Officer published the notices required by FAR 5.201 and any bids or proposals received were considered. Further, the Government will comply with the posting requirements of FAR 6.305 – availability of the justification within 14 days of award.
b. Subcontracting competition: Subcontracting opportunities do not exist for this requirement.
8. Actions to Increase Competition: The previous contract for this effort was awarded using the authority under FAR 13.106-1(b)(1) for a single year of software licensing. The previous Contracting Officer determined to award a short-term contract to allow engineers to ensure the product would perform as needed. The ranges program continues to assess the marketplace for other potential solutions that can integrate with both AutoCAD and MicroStation. Should another solution be available, future requirements will be competed using salient characteristics.
9. Market Research: In accordance with (IAW) Army FAR Supplement (AFARS) 5139.101- 90(a), the Computer Hardware Enterprise Software and Solutions (CHESS) program is the mandatory source for commercial IT purchases and IT services. These contracts were awarded under the Federal Acquisition Streamlining Act (FASA) and Clinger-Cohen Act, which requires prime contractors be provided a fair opportunity to be considered for delivery orders and are structured as Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts using delivery orders for acquisition of a full range of IT purchases. These contracts are available to the Army, Department of Defense, and other Federal Agencies. The Government wide point of entry, SAM.Gov was also used for market research purposes to gain as much interest as possible.
Market research was conducted by FTI-Gen from 6 May 2025 – 20 September 2025, which resulted in 0 potential sources for this acquisition.
a. An RFI was posted on CHESS, Ref No. 531499, which resulted in 0 responses.
b. A synopsis and notice of intent to sole source was posted on SAM.Gov and no responses to the notice were received.
Control Number: CEHNC-25-0026
c. Internet searches were conducted and concluded the LoS software is available to the public as a COTS product.
d. The incumbent, Poly, Inc., was consulted and provided a response that they could continue to support this requirement.
10. Interested Sources:
As stated above, zero vendors provided written responses of interest in this acquisition. The Government has determined no other source can deliver a product to meet the Government’s requirements.
