About this file

This document is a Capabilities Questionnaire template designed for contractors responding to a federal acquisition for engineering services.

Section 1 requests general company information including business name, address, CAGE code, and NAICS code (541330 for Engineering Services, with opportunity to propose alternative codes). Respondents must identify their responsible point of contact and indicate their business classification status, including options for 8(a) small business, service-disabled veteran-owned small business, HUBZone small business, Small Disadvantaged Business, Woman-Owned Minority, and Native American Small Business designations. The questionnaire requires contractors to specify their proposed role as either a sole contractor performing 100% of work, a prime contractor performing at least 50% of work with subcontractors, or a joint venture partner, with specific requirements for identifying team members and relevant regulatory compliance.

Section 2 requires submission of a Capability Statement that addresses five specific evaluation criteria: the contractor's ability to manage the types and magnitude of tasking described in a draft Performance Work Statement (PWS); technical ability or approach to performing at least 50% of contract costs related to software development; experience performing similar work with Federal Contract numbers; description of relevant experience conducting similar work; and identification of meaningful discriminators distinguishing the contractor from competitors. Additionally, respondents must provide feedback and questions regarding feasibility or challenges in performing the described work. This questionnaire serves as a pre-solicitation assessment tool for engineering services acquisition.
