About this file
This document is a Justification Review Document for a Sole Source procurement under FAR Part 13.501, prepared by the Medical Readiness Contracting Office-West for leasing an Automated Microbial Identification and Antimicrobial Susceptibility Testing system. The contract is for the Carl R. Darnall Army Medical Center in Fort Cavazos, Texas, and will be awarded to Beckman Coulter, Inc. as the sole source provider. The proposed contract includes a base period and four option periods from 1 October 2025 to 30 September 2030, with Beckman Coulter being the only vendor capable of meeting the government's specific requirements for microbiology testing equipment.
Market research conducted from March to April 2025 determined that Beckman Coulter is the exclusive provider of the MicroScan DxM1096 system, Bruker MALDI Biotyper package, and associated software, which includes proprietary connectivity between systems. The procurement is justified because Beckman Coulter is the only vendor with an approved Authorization to Operate (ATO), can perform minimal inhibitory concentration (MIC) testing, and has consistently been the sole technically acceptable vendor in previous acquisitions. The contract will support high-quality testing for bacterial, fungal, and anaerobic identification and susceptibility for various medical personnel at the Defense Health Program.
