About this file

This file is a Quality Assurance Log for a Request for Order Proposal (RFOP) under the Basic Ordering Agreement Sustainment Track (BOAST) program issued by Army Contracting Command - Detroit Arsenal. The document serves as an attachment that addresses contractor questions received regarding the Hand Control Unit procurement (NSN: 1095-01-689-2309, 1095-01-689-2324, 1095-01-689-2346; Part Number: 13100593). The RFOP is a competitive, full and open solicitation limited to active BOAST BOA holders and seeks award of a Firm-Fixed-Price Order with base quantities of 49 EA, 33 EA, and 33 EA respectively, with an option for 100% of base quantity on each production CLIN. The solicitation requires vendors to be certified in the Joint Certification Program (JCP) due to export control restrictions on the technical data package.

The QA Log was made effective July 1, 2026, following two previous amendments: Amendment 0001 (June 30, 2026) extended the proposal closing date to July 8, 2026, and Amendment 0002 (June 30, 2026) clarified FAT unit totals in the Pricing Sheet. Inspection and acceptance occurs at origin with FOB destination delivery. The procurement falls under NAICS code 332994. This file is a supporting document that captures questions and clarifications from interested contractors, enabling transparency and ensuring all parties have access to the same technical and administrative guidance prior to proposal submission.

QuestionAnswer
Would you want results of the testing on 3 units and once approved by Army MIL, we can use these cables in the production lot OR Would you want us to make 3 additional cables and send to the Army MIL for testing. The Army requires 3 units of each NSN to be tested. However, the only deliverable required for FAT is the First Article Test Report (FATR). Once we have received a report that is approved, you can choose how you want to proceed with the tested units.
