SOURCES SOUGHT NOTICE

Generation 4 Card Rack Assembly Kit

1. PROGRAM: PROJECT MANAGEMENT OFFICE STRYKER BRIGADE COMBAT

TEAM (PMO SBCT)

2. SUBJECT: Market research for the Stryker Family of Vehicles (FoV) lifecycle requirements in the area of the Generation 4 Card Rack Assembly kits. This request for information (RFI) is an initial assessment of interest from industry. Another notice may follow at a later date based upon the interest this RFI receives.

3. DESCRIPTION AND BACKGROUND:

The Stryker FoV and support contract was originally awarded on 16 November 2000 to General Dynamics Land Systems (GDLS) on a competitive basis to accomplish PMO SBCT’s mission. Since the Stryker was based on an existing vehicle system design (Light Armor Vehicle or LAV Ill) that was developed at private expense, Section 2320(a)(2)(F)(i), Title 10, United States Code precluded the Army from making release or sale of proprietary technical data a condition of contracting with the Government.

The Government does not own the complete technical data package for the Stryker FoV.

PMO SBCT continuously conducts market research in accordance with FAR 10.002(b)(2) to determine whether other capabilities of industry can be used to fulfill its lifecycle requirements and to ensure its acquisition methods obtain the best value for the Government. Market surveys and RFIs are part of an ongoing initiative with industry to better understand current capabilities that may be of interest to PMO SBCT. The purpose of this RFI is to determine potential market capabilities in providing the Generation 4 Card Rack Assembly Kits to support the DVHA1 vehicles for the Stryker FoVs. The Government does not have access to the technical data package for the Generation 4 Card Rack Assembly Kit.

4. INFORMATION SOUGHT:

DESCRIPTION/CAPABILITY: The Stryker Anti-tank guided missile (ATGM) vehicle provides an antitank over watch capability and is armed with a Tube-Launched, Optically Tracked, Wire-Guided (TOW) missiles capable of defeating armored threats at extended ranges. The purpose of the Gen 4 Card Rack Assembly (CRA) Kit is to receive user inputs and sensor signals, processes these inputs and signal, and communicates them to control the TOW Primary Weapon System (PWS). The Gen 4 CRA Kit includes the card rack assembly and W230 cable harnesses.

The CRA holds the various circuit card assemblies (CCA) and is the central processor and controller for the primary weapon system on the ATGM. The CRA processes the trigger data, all sensor data and communicates to the Commander’s Control Panel, the Loader’s Control Panel, the Gunner’s Panel Assembly, the Gunner’s hand controller, the Gunner’s Display Assembly, the Diagnostic Controller Unit (DCU), TOW Interface Assembly (TIA), and the Modified Improved Target Acquisition System (MITAS).

The CRA contains four (4) circuit card sub-assemblies:

1. Platform System Controller (PSC) The PSC controls the primary weapon station, including fire control logic. The PSC handles user input from Gunner Handles, Azimuth Position Assembly (APA), Elevation Resolver (RSV), Azimuth/Elevation Gyros, Power Electronics Unit (PEU), Power Transfer Assembly (PTA), and mast switches. The PSC then communicates with the

PIC and SIM to provide user control information. The PSC also provides the capability for Embedded Training (ET).

2. Programmable Interface Controller (PIC) The PIC handles user input from the Gunner Handles, Gunner Panel Assembly (GPA), Commander Panel Assembly (CPA), and Loader Panel Assembly (LPA). The PIC communicates the user control information to the PSC, SIM, and MITAS. The PIC also helps provide capability for embedded training.

3. System Integration Module (SIM) The SIM handles all other functions not already covered by the PSC or PIC, such as the RS-170A Video switching, Mast Azimuth/Elevation Resolver Switching, 15V Discrete I/O’s, and 12V LED Lamp outputs. The SIM comminutes with the PIC and PSC to provide user control information.

4. Card Rack Assembly Power Supply The power supply circuit card accepts the 28 VDC input power supplied by the vehicle power. The power supply protects and filters the power received to provide power to the other circuit card assemblies within the CRA.
