About this file

This is a Notice of Intent to Sole Source from the Defense Health Agency Contracting Activity (DHACA) on behalf of the Walter Reed Army Institute of Research (WRAIR), Bacterial Diseases Branch (BDB).

DHACA intends to award a sole source contract to the University of Notre Dame to conduct a research study testing innovative antibacterial nanoparticles with phage-mimicking properties (PhANPs) against combat-relevant multi-drug resistant (MDR) strains of Pseudomonas aeruginosa. The objective is to develop novel therapeutics for treating MDR P. aeruginosa infections in service members following battlefield injuries. The University of Notre Dame holds the patent (US-12161725-B2, awarded in 2024) for this unique phage-mimicking nanoparticle technology. The collaborative research is expected to support Food and Drug Administration (FDA) approval of the therapy, ultimately reducing morbidity and mortality rates, enhancing operational readiness, advancing combat medicine, and contributing to broader biosecurity initiatives and civilian health improvements.

Interested parties may submit capability information demonstrating their ability to provide the stated capability by 2:00 p.m. Eastern Time on April 28, 2026, to Ms. Linda Hinson (linda.t.hinson.civ@health.mil) and Mr. Sharew Hailu (sharew.hailu.civ@health.mil). The Government will evaluate all responses received; however, the determination to proceed with sole source negotiations or to compete the procurement remains solely at the Government's discretion. If no responses are received by the deadline, DHACA will proceed with the sole source contract award to the University of Notre Dame.

Notice of Intent to Sole Source

The Defense Health Agency Contracting Activity (DHACA) on behalf of the Walter Reed Army Institute of Research (WRAIR), Bacterial Diseases Branch (BDB) intends to negotiate on a sole source basis in accordance with FAR 6.302 with vendor University of Notre Dame.

The University of Notre Dame will conduct a study to test innovative antibacterial nanoparticles with phage-mimicking properties (PhANPs) against combat relevant multi-drug resistant (MDR) strains of Pseudomonas (P.) aeruginosa, bacterial pathogen to cause hard to treat and even deadly infections in service members after battlefield injuries. There is a need to bring novel therapeutics to the military health care to treat MDR P. aeruginosa. The collaborative partner of this study is the University of Notre Dame, the patent owner of a unique technology (phage-mimicking nanoparticles) that provides life-saving therapeutics for service members and civilians. This technology was awarded a patent in 2024 - US-12161725-B2. Government anticipates that the collaborative efforts will contribute to Food and Drug Administration (FDA) approval of this innovative therapy, leading to reduced morbidity and mortality rates, enhanced operational readiness, advanced combat medicine, and substantial contributions to broader biosecurity initiatives and civilian health improvements.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

Responsible, interested parties may identify their interest by submitting capability information, in writing, by 2:00 p.m. Eastern Time, 28 April 2026 to Ms. Linda Hinson at linda.t.hinson.civ@health.mil and Mr. Sharew Hailu at sharew.hailu.civ@health.mil. Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability.

Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, DHACA will proceed with the sole source contract.
