Solicitation Summary: Structured Product Labeling Services

This is a Request for Quote (RFQ) issued by the Defense Health Agency (DHA), Medical R&D Contracting Division for structured product labeling services. The solicitation number is HT942626QE022, with an offer due date of June 5, 2026 at 2:00 PM Eastern Time. The requirement involves managing, processing, and completing initial labeling and labeling changes in electronic structured product label (eSPL) document submissions to the FDA. DHA currently has two licensed New Drug Application products requiring SPL submission for up to five levels of primary and secondary labeling. The solicitation is set aside for Women-Owned Small Business (WOSB) concerns, with NAICS code 541690 and a size standard of USD 19,000,000. The acquisition is unrestricted and uses FAR Subpart 12.201 for commercial products and services. Contract administration is performed by the Defense Health Agency at Fort Detrick, Maryland.

The contract structure includes a base year (2 jobs, June 30, 2026 to June 29, 2027) plus four optional one-year periods, with optional surge support available for each period. All work is priced on a firm fixed-price basis with deliverables measured in jobs. Responses must be submitted electronically in three separate volumes: Technical Capability (10-page maximum), Past Performance (6-page maximum), and Price & Administrative (no page limit). Offerors must address FDA ESG Gateway expertise, quality control and validation processes, and workflow management. Past performance references must be recent (within three years) and relevant to FDA eSPL submissions. Evaluation factors include technical capability (emphasizing FDA validation software and labeling change management), past performance record for similar services within the last three years, and price for fairness and reasonableness. The contract incorporates numerous FAR and DFARS clauses with deviations effective February 2026, and includes Wide Area Workflow (WAWF) payment instructions.
