About this file
This Request for Information (RFI) from the Defense Health Agency (DHA), Walter Reed Army Institute of Research (WRAIR), seeks information regarding capabilities to develop mathematical models studying the impact of dengue virus (DENV) infection on military readiness. The project requires modeling the probability of infection based on travel locations and timing, likelihood of apparent illness based on individual characteristics, and illness duration/severity.
Key deliverables include refining global infection hazard estimates, developing models for illness probability and hospitalization among military personnel, estimating temporal dynamics of symptoms and lost duty days, and creating an integrated model combining infection hazards with illness probability for specific deployments. Responses are limited to 5 pages in Times New Roman 12-point font and must be submitted by 11:00am EST on February 12, 2025, to joshua.r.dean2.civ@health.mil. The period of performance is June 2025 - June 2027, with deliverables to include technical reports and an R Shiny web-based tool.

Subject: Dengue Mathematical Model
Requiring Activity Name: Defense Health Agency (DHA), Walter Reed Army Institute of Research (WRAIR), Center for Infectious Disease Research (CIDR), Viral Diseases Branch (VDB)
THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE
TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT.
1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.
2.0 SUBJECT: This is a summary of the tasks for this requirement.
The objective of the research project is to assist with a study of the potential impact of DENV infection on military readiness and specifically includes development of mathematical models that address the probability of infection given travel to specific places at specific times, the probability of apparent illness upon infection (which is different for individuals of different characteristics), and the duration and severity of that apparent illness. This will include the following:
| a) | Refine global estimates of the hazard of infection for dengue that deployed troops may encounter by updating models that incorporate climate and environmental factors to include temporal variation. |
| b) | Develop a model of the probability of apparent illness and hospitalization upon infection with dengue among military personnel that incorporates the risk of illness and hospitalization, and temporal dynamics of illness and hospitalization among individuals and broader groups. Outcomes will include illness without hospitalization and separately, hospitalization. |
| c) | Estimate the temporal dynamics of specific dengue symptoms, as well as their severity and estimate the associated lost duty days. Estimate the temporal dynamics of outbreaks within military personnel. |
| d) | Construct a model that integrates spatio-temporally varying, global estimates of the hazard of infection of dengue with a model of the probability of apparent illness upon infection to estimate the risk to military populations for specific deployments. |
| e) | The information/data and model(s) shall be developed and delivered via technical reports and an R Shiny integrated web-based tool as appropriate. |
3.0 RESPONSE INSTRUCTIONS: Respondents should address the Offeror's capabilities to provide the support detailed in section 2.0 above.
4.0 CAPABAILITY STATEMENT FORMAT: Contractor’s capability statements are limited to 5 pages. The response shall be single spaced. Each paragraph shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Times New Roman font is required. Tables and illustrations may use a reduced font size no less than 8-point and may be landscape. The cover page does not count in the page count.
5.0 ESTIMATED PERIOD OF PERFORMANCE: June 2025 – June 2027
6.0 CONTACT INFORMATION: No questions will be addressed. All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to joshua.r.dean2.civ@health.mil no later than 11:00am EST on Monday, 12 February 2025.
