Responses to Questions Version 1.1 :

24MAY18:

1. Am I interpreting the subject RFI correctly that you are only interested in having small businesses with < $15M in revenue to respond to this RFI or are you really doing a complete market survey of companies capable of providing capabilities that you seek to obtain??

The industry code and its associated small business size standard is always included in a sources sought notice. This particular action is currently unrestricted, not limited to small businesses.

6JUN2018:

1. Is it anticipated that the required remote sensing services will integrate on an existing platform or be a standalone service? Cloud hosted?

RESPONSE: This is currently no singular or mandated platform or software for which to integrate. These algorithms may be hosted on a cloud platform.

2. Is the prototype service concerned primarily with the processing component of the TCPED cycle (i.e.

no tasking, collection of commercial sensors)?

RESPONSE: The main focus for this effort should be on the processing and exploitation and verification of data accuracy. The tasking and collection piece will should be taken into account when discussing or planning for future acquisition of the data required for end products.

3. The focus on SAR, as indicated in the RFI, is consistent with the described mission use cases. Can you indicate the commercial SAR systems of interest? Is the future NASA-ISRO SAR Mission (NISAR) a system under consideration?

RESPONSE: There are no specific SAR systems of interest as long as output data is able to meet the study’s requirements at a sufficient resolution. NISAR can be considered, but a project launch date may be too late for this effort.

4. Does USACE plan to provide ground truth measurements in support of accuracy assessments (reference RFI Section 1.1, item 2., Understand accuracy and best practices to measure accuracy by utilizing ground truth measurements)?

RESPONSE: The vendor will be responsible for providing ground truth measurements and accuracy of assessments. USACE may provide additional data for locations if it is available.
