The Army is seeking qualified firms to perform comprehensive electrical system assessments at Schofield Barracks, Wheeler Army Airfield, and Fort Shafter, with work to be completed under NAICS code 541330 (Engineering Services) and PSC B543 (Special Studies/Analysis - Energy). The scope includes field assessments and visual inspections of switchgear, panelboards, and feeders; infrared thermographic scanning; two-week load monitoring at service entrances; short-circuit and protective device coordination reviews; selective circuit verification; grounding system testing (target 5 ohms); limited code compliance review; and generator and automatic transfer switch (ATS) assessments. Contractors must provide all labor, management, equipment, and materials, with work performed Monday-Friday from 0730 to 1600 hours, excluding federal holidays.

Deliverables must include a Final Report submitted within ten business days after field work completion, containing field observations, load monitoring results, code deficiency overviews, grounding system test results, generator findings, and executive summaries with data tables and trend charts. Interested vendors must submit company information, points of contact, socioeconomic status, capability statements demonstrating relevant electrical engineering experience, examples of similar projects, statements of compliance with Hawaii licensing and USAGHI access requirements, and identification of potential subcontractors. Responses are due electronically by May 31, 2026, at 1700 HST to the Contract Specialist (devendra.kashudhan.mil@army.mil) and Contracting Officer (robert.d.frank24.mil@army.mil).
