About this file

This document is a Memorandum for Record regarding the limitation of competition for a federal contract to purchase Mercury outboard engines for the Partner Nations (PN) of the Caribbean Basin Security Initiative (CBSI). The contract is for the purchase of two (2) Mercury 150L SeaPro outboard engines and associated equipment for use on interceptor-sized vessels that operate in rough sea conditions. The justification for the brand name restriction is that the engines and associated equipment are only available from Mercury or its distributors, and using third-party vendors would void the warranty. The required delivery is 90-120 days after contract award, and the contract will be a fixed-price purchase order using Operations and Maintenance, Army (OMA) funds for Fiscal Year 24. The contract will be awarded by the 410th Contracting Support Brigade/Regional Contracting Office - Miami.
