About this file

This file is a questions and answers document from an industry engagement session for a pre-solicitation related to Seven (7) TYPE III Wildland Fire Fighting Trucks (Brush Trucks) for Army Fire Departments in Europe. The document captures two industry questions submitted with government responses regarding draft technical specifications.

The first question addressed whether an advanced single-tire all-wheel drive system could substitute for the specified 4x4 all-wheel drive with transversal differential locking. The government rejected this proposal, clarifying that the central locking device is required to establish a physical connection between both axles to ensure all wheels rotate at the same speed during heavy off-road operations. The government noted that electronic systems relying on brake application would reduce off-road capability and could result in wheel immobility under harsh conditions. The second question inquired whether non-corroding composite materials in elastic-mounted superstructures could qualify as equivalents for the 4,000L water/300L foam tank to improve durability across temperature ranges of -25°C to +45°C. The government responded that the specification already addresses elastic mounting requirements via nylon webbing or rubber insulation per paragraph 10.4 and that composite materials (glass-fiber reinforced or polyethylene plastics with UV resistant lining) are already permitted under paragraph 10.7, making clarification of the vendor's specific intent necessary.

Question #Question (Identify Technical Specifications Paragraph or Attachment A-1 reference related to your question)Respsone to Question #Response
1Ref: Para 4.1 (Drive Train): The spec requires a 4x4 all-wheel drive with transversal differential locking—would proposing an advanced single-tire all-wheel system (e.g., for enhanced off-road agility in forested areas) be allowable if it meets or exceeds mins and STVO without permits?1
Answer 1: Not acceptable. A single wheel configuration (para 4.2) for enhanced off road capability is already specified not offsetting the need for transversal differential locking between the axles. The central locking device establishes a physical connection between both axles for heavy off-road use forcing both axles and all wheels on slippery surface to rotate at the same speed, induced by the engine (and the operator). The revolutions off the drive train (including axles and wheels is not reduced). Electronic systems as proposed by the vendor as advanced, force all wheels on slippery surface (and also potentially stabilizing) to operate at the same speed by applying brakes to faster spinning wheels reducing speed on all wheels to the slowest turning wheel. This results in less off-road capability and under harsh conditions result in all wheels electronically braked to immobility.
2Ref: Para 7.1 (Superstructure/Tank): For the 4,000L water/300L foam tank, can non-corroding composites (e.g., in elastic-mounted superstructures for torsion resistance) qualify as equivalents if they improve durability in severe conditions (-25°C to +45°C)?2
Answer 2: Para 7.1 does not address the water and foam tank. It is not clear if the vendor is addressing to the tank material or the material for tank mounts to the subframe. To have the elastically mounted for torsion resistance is already required per 10.4 “It will be insulated from these cross members with a nylon webbing or rubber”. Para 10.7 already requires either “Glass-fiber reinforced ( a composite material) or polyethylene plastics with UV resistant lining”.
