Part 1 General Information
1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide commercial telecommunications services in support of U.S. Army organizations and customers in the European Theater.
1.2 Background: The 2d Theater Signal Brigade (2d TSB) is responsible to provide commercial telecommunication services for U.S. Army Garrison installation tenants throughout the European Theater. As a result the decision was made to assess true Army requirements for circuits and work to reduce the number of circuits through deactivation, consolidation, or upgrading circuits to gain efficiencies and reduce costs. Currently 2d TSB manages just under a thousand circuits, with a mix of voice gateway, other voice, and data circuits. The circuits are located in Belgium.
1.3 Scope: The Contractor shall provide non-personal service(s). The scope includes commercial voice, data, and internet services connection. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.
1.3.1 Changes to Services
1.3.1.1 Circuit requirements within Belgium, are anticipated to be stable with only minor increases or decreases. However, as future requirements remain uncertain, significant changes (increases and/or decreases) in these areas are possible and within the scope of this contract. Increases to the services within these areas may be paid for with a Government Purchase Card until those new services are added to the contract via modification to the Pricing Exhibit at the beginning of the next Period of Performance. Decreases to the services within these areas will be incorporated into the contract via modification to the Pricing Exhibit at the beginning of the next Period of Performance to remove the obsolete services.
1.4 Objectives: To award a contract that will provide a single source for circuit acquisition and management throughout the 2d Theater Signal Brigade’s area of responsibility. Vendor shall be able to provide telecommunications and internet services, upgrades, a web based account management portal, invoice management, centralized billing, circuit identification and management, circuit transition management/oversight, Belgium circuit activation/deactivation, short notice circuit activation in times of crisis or national emergency (urgent requirement), circuit usage statistics, and a published flat rate cost catalog for services.
