5. Reason for Authority Cited:
a. Background: The USMA AIAD intern program is a key portion of the institution�s �Margin of Excellence Concept.� The purpose of an AIAD is to provide a venue for educational experiences that would not be possible within the usual framework of academic, military, and physical programs that comprise the 47-month West Point experience. Completing an AIAD is a graduation requirement for all cadets. Summer AIADs in the District of Columbia (D.C.) include but are not limited to: Walter Reed Medical Center (physician shadowing), Embassy of Japan, Army Strategy Internship, Defense Intelligence Agency, Office of Congressional Legislative Liaison, White House National Security Council and others. Military housing is not available in the area, therefore, lodging accommodations in the D.C. area is necessary to facilitate these experiences. The American University Intern Housing Program offers lodging accommodations for any non-AU student visiting the Washington, D.C. area for an academic internship, educational program, or scholarly research.
The AU Intern Housing Program allows the cadets to be solely accommodated in one building. The AU is conveniently located in the D.C. area within ten miles of the Ronald Reagan Washington National Airport and less than one mile from the metro.
The AU intern program offers shuttle service to and from the metro at no additional cost.
This is required to provide greater security and ease of accountability. Commercial hotels do not provide the necessary security requirements and there are no other suitable dormitory accommodations available at other universities or available military lodging in the D.C. area.
The AU Intern Housing Program offers a fixed rate of each summer through the summer of 2028. This cost is based on the number of rooms (50).
Approximately 120 cadets will use the facility over the course of the summer at differing intervals. This equates to a lodging cost per cadet of
b. Alternatives: The local hotels are not able to securely and cost-effectively accommodate 100 cadets for 70-day stays. In addition, some local hotels are not within close proximity to the metro, which increases transportation costs. As a result, commercial hotel lodging does not meet the desired security and accountability requirement for cadets - including the requirement for the cadets to be housed in one building. Therefore, only the AU Intern Housing Program can satisfy the lodging security and accountability requirements.

13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination will be made using the techniques identified in FAR Subpart 13.5. As a part of this basis, certified cost or pricing data is not required because the item being acquired is considered commercial, in accordance with FAR 15.403-1.

Based on the foregoing justification, I hereby approve the procurement of lodging accommodations through the American University Intern Housing Program for USMA cadets participating in the Academic Individual Advanced Development (AIAD) intern summer project in the District of Columbia on a sole source basis pursuant to the authority of the Simplified Procedures for Certain Commercial Items, Title 41 United States Code Section 1901 as implemented by Federal Acquisition Regulation 13.5. The estimated value of the contract is . The period of performance consists of a base year and three option years from approximately May 2025 through August 2028.
The approval is subject to availability of funds, and provided that the services or supplies herein described have otherwise been authorized for acquisition.
