About this file

This document is pre-proposal meeting minutes for Palm Beach County Water Utilities Department's Western Region Wastewater Treatment Facility (WRWWTF) Phase 2 Electrical Building & Resiliency Improvements project, a progressive design-build engagement designated WUD Project No. 26-014R. The scope encompasses construction of an elevated new Main Electrical Building and Deep Injection Well (DIW) electrical buildings with new equipment, an elevated outdoor enclosure for diesel emergency generators, demolition of the existing Operation/Electrical Building and main generator building, conversion of the existing DIW MCC building to storage, stormwater enhancements, powerline relocation or underground installation, and electrical, instrumentation, controls, and process improvements. A pre-proposal meeting and site visit occurred on September 23, 2026, with proposals due no later than 3:30 p.m. on Thursday, November 12, 2026. Proposers must submit nine originals, eight originals in bound format, one unbound original, and one CD/USB with PDF files. The short list selection meeting is estimated for December 2026 or January 2027, with contract award estimated for July 2027. Design completion is targeted for December 2028 and construction completion for December 2029. The contract term is five years with only one design-build entity to be selected.

The project is fully funded by the Florida Department of Environmental Protection (FDEP) Resilient Florida Program with a $20 million budget and includes no Small Business Enterprise (SBE) requirement. Proposers and sub-consultants must be certified in nine specific Palm Beach County CCNA categories including topography, soils and foundation testing, architectural services, mechanical engineering for wastewater treatment systems, electrical engineering for industrial facilities, structural engineering, environmental engineering, and subsurface utility engineering. The deadline for submitting questions is November 2, 2026, at 5:00 p.m., with addenda to be issued by November 5, 2026. The project addresses the vulnerability of this critical facility, located 1.6 miles from Lake Okeechobee and affected by recent hurricanes and tornados, by elevating critical assets to provide flood resistance and operational resiliency during disasters.

Questions (1)

1. Are the firms like Brown Caldwell and Wharton-Smith who were working on BODR are eligible to participate as a prime or subconsultant?

The mentioned two firms are eligible to participate.

2. Do you need to relocate two transformers at the back of the plant?

WUD will pursue new transformers from FPL first. If FPL does not approve new transformers, then WUD will need to relocate existing one.

3. Can you share the new application of future projects at the plant? So, we can plan better for this electrical project.

An application was submitted 09/2026 for $25M. By the end of 2026 WUD will know if the application is approved or not. Please see the attached scope.

4. FPL cost will be paid by who? WUD or contractor?

The awarded contractor will pay FPL cost first and then invoice WUD.

Questions (2)

5. Are you going to remain single utility feed?

One FPL feed coming in with two pad-mounted transformers. Currently no change on FPL feed.

6. Does the rain garden need to meet stormwater retention standard?

No, just a rain garden with a sign saying something like “ A rain garden dedicated to FDEP Resilient Florida Program”. No new permeable area will be added.

Project Needs:

Western Region Wastewater Treatment Facility (WRWWTF), also called Belle Glade Plant, is the sole critical facility treating wastewater from City of Belle Glade, City of South Bay and parts of unincorporated Palm Beach County. It is one of the oldest wastewater treatment plants owned and operated by Palm Beach County Water Utilities Department (PBCWUD) with some structures dated back to the 1940s. The plant is located only 1.6 mile away from Lake Okeechobee, whose barrier “Herbert Hoover Dike” was recently breached on 09-12-2014 due to Hurricane Otto, a category 5 Hurricane. Tornados spawned by the hurricane also touch down on the dike, causing two more breaches, flooding the surrounding towns of Pahokee and Belle Glade. In 2017 Category 5 Hurricane Irma pushed water over the Dike again and mandatory evacuation orders were issued for South Bay, Belle Glade and Canal Point. In 2024 tornados spawn by Hurricane Milton landed in Belle Glade and Pahokee with an estimated peak wind speed at 140 mph. Wet weather (excessive rainfall due to climate change) also creates treatment issues in the plant such as overflowing aeration basin walls, lower concentration of required pollutants due to dilute flows and reduced treatment efficiency. In addition, the plant’s geotechnical condition—a top layer of approximately 2-6 feet of organic muck—also contributes to the plant’s high-water table and continuous structure settlement. The flooding threat can render the plant powerless and consequent shutdown for weeks. WRWWTF is vulnerable to this demonstrated incapacity and destruction due to its location (near Lake Okeechobee and in remote western rural area), effective age, geotechnical condition and antiquated design standards.

This leaves both the cities (disadvantaged small communities) and county vulnerable and unable to provide reliable critical wastewater treatment service during disasters and major storms.

The existing plant can no longer be retrofitted to meet the current flood resistance standard due to the age of the building, size of the building, operational inefficiencies, health and safety issues, site size and location. (Several hardening projects have occurred over the years; however elevating critical assets is required to fully mitigate flooding risk). The major components of this project are: 1) construction of a new waste/stormwater intake structure aka “Headworks”;

2)construction of two new waste/storm water holding structures aka “Clarifier”; 3) Improvement of blower systems with new, more robust and efficient systems; 4) Installation of new and larger chemical storage tank to treat peak waste/stormwater flow; 5) Effluent discharge pump station and related underground pipeline improvements and 6) Installation of new discharge structure aka “deep injection well” and “monitoring well”. By implementing this project, PBCWUD will combat compound flooding (from Lake Okeechobee and excessive rainfall). The poor geotechnical condition and structural settlement will be eliminated as a risk because all critical infrastructures will sit on elevated concrete slabs. Improved discharge structures like effluent pump station and deep injection wells provide the whole plant with the maximum flood resistance and elevated resiliency for plant operation and maintenance.
