About this file
This is a Justification and Approval (J&A) document for a sole-source contract with AAR Mobility Systems for depot-level repair services of the 463L Legacy Pallet. The contracting activity is the Air Force Life Cycle Management Center (AFLCMC/WNKAC) under Purchase Request FD2060-24-30585 for the Legacy Pallet Depot Repair program. The requirement involves depot-level repairs of the 463L Air Cargo Pallet (NSN 1670-00-820-4896CT) at a Best Estimated Quantity (BEQ) of 1,400 repairs monthly or 16,800 annually. The contract is structured as a Firm Fixed Price Indefinite Delivery Contract (IDC) with a one-year basic period and four annual option years, with performance running through April 20, 2030. The estimated total contract value (including options) is redacted, consisting of 3% escalation applied to the estimated unit price for out-year option periods. Funding is split 66% from 4930 Transportation Working Capital Fund (TWCF) and 34% from 3400 Centralized Asset Management (CAM). The contract includes multiple Contract Data Requirement Lists (CDRLs) and is approved under the authority of 10 USC 3204(a)(1) for sole-source procurement where only one responsible source can satisfy requirements.
AAR Mobility Systems is determined to be the only capable contractor based on specialized equipment and expertise. The 463L Legacy Pallet is critical to Air Force cargo operations, supporting airlift of supplies worldwide and requiring an 80% Mission Essential Level (MEL) to prevent operational breakdown. Market research conducted January 2–26, 2024 confirmed that AAR is the only company possessing the specialized heat press capable of processing 10 pallets simultaneously, acid etch pools, ventilation systems, and First Article Testing qualifications necessary to perform depot-level repairs. Alternative vendors would require 18+ months and over $2 million in equipment investment plus facility construction, creating unacceptable 3-year delays and $19 million in duplicate costs. The Air Force owns the technical data package (TDP) with unlimited data rights. Long-term strategy includes transitioning to a Next Generation Pallet design estimated at 10 years in development. Contract execution included approvals from the Contracting Officer (May 28, 2024), Competition Advocate (August 20, 2024), Local Legal Reviewer (June 13, 2024), Senior Contracting Official (September 6, 2024), and the Deputy Assistant Secretary of the Air Force for Acquisition (December 19, 2024), with final approval by the Assistant Secretary of the Air Force on January 17, 2025.
