4. REQUIREMENTS

4.1. Metal Test Coupon Surface Preparation

4.1.1. Install an identification (ID) reference system on the edges of each panel in accordance with (IAW) 3903RTVPHASEDARRAY-TP001 requirements. Metal test coupons shall then receive a SSPC SP-1 solvent cleaning with technical grade or higher acetone, followed by SSPC SP-11 power tool cleaning on all surfaces. Surface profile shall be 1.0 – 1.5 mils.

Residual abrasives are to be removed by vacuuming followed by SSPC SP-1 solvent cleaning with lint-free clean cloths and technical grade or higher acetone before application of subsequent coatings.

4.2. Fiberglass Test Coupon Surface Preparation

4.2.1. Fiberglass test coupons shall receive a SSPC-1 solvent cleaning with a clean lint-free cloth moistened with a detergent aqueous solution followed by distilled water and allowed to dry. The face to be coated shall then be lightly abraded with 120 grit sandpaper, followed by SSPC-SP-1 solvent cleaning with a clean lint-free cloth moistened with a detergent aqueous solution followed by distilled water and allowed to dry.

4.3. ASTM D1653 Test Coupon Surface Preparation

4.3.1. ASTM D1653 Test Coupons consist of a cured, unsupported sheet of coatings to be evaluated. These shall be created by painting a sheet of silicon coated release paper per ASTM D4708 requirements to the proper coating DFT. The release paper shall be backed by and secured to a smooth aluminum plate during the coating processes. Before painting the silicon coated release paper, the face to be painted shall receive a SSPC-1 solvent cleaning using a clean lint-free cloth moistened with a detergent aqueous solution followed by distilled water and allowed to dry.

4.4. Painting

4.4.1. After surface prep, all surfaces of each coupon shall be painted IAW 3903RTVPHASEDARRAY-TP001. These coating systems consist of an aluminum conversion coating and selected RTV topcoats.

4.5. Labeling

4.5.1. All metal test coupons coated with the same topcoat and substrate shall be grouped and packaged. The package shall be labeled to reflect the coating system applied. Each fiberglass and ASTM D1653/D4708 test coupon will be labeled on the unpainted side with a permanent ink marker.

4.6. Quality Assurance (QA)

4.6.1. Critical QA measurements shall be taken by contractor and NSWC PHD during various phases of test coupons preparation and coating application.

5. GOVERNMENT FURNISHED MATERIAL (GFM)

5.1. NSWC PHD will supply the following GFM which will be returned to NSWC PHD Code 00T as a deliverable:

5.1.1. Bare aluminum test coupons to be painted

5.1.2. Bare fiberglass test coupons to be painted

5.1.3. Aluminum backing panels with silicon release paper attached to one face to be painted

5.1.4. 5 gallons each of Sigmaglide 1290, Intersleek 1100SR, and RTV 157 coatings and 1 gallon of Surtec 650 ChromitAL TCP conversion coating to apply to GFM suppled bare test coupons

5.1.5. Copies of applicable documents listed in this SOW (Paragraph 3).
