MEMORANDUM FOR ALL INTERESTED SMALL BUSINESS

FROM: 7th Contracting Squadron/PKA 381 Third Street Dyess AFB TX 79607-1581

SUBJECT: Dyess AFB, Texas Painting IDIQ Fiscal Year 2024 Synopsis

1. Below is the proposed Painting Indefinite Delivery Indefinite Quantity (IDIQ) Synopsis for the pre-solicitation notice that will be posted on Sam.Gov.

2. This acquisition is a competitive Service-Disabled Veteran-Owned Smal Business (SDVOSB) Set-Aside. It will be a Firm Fixed Price IDIQ Contract and the award will be made to a Service-Disabled Veteran-Owned Smal Business. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238320. The Small business size standard is $19M. All other firms are deemed ineligible to submit offers.

3. All work shall be in conformance with the requirements of the contract including, but not limited to, furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management, other services, items, and incidentals necessary for the successful completion of each issued Task order. This contract is for a broad range of general paint requirements, sand blasting/water blasting, cleaning of surfaces, application of paint, coating, surface requirements, providing materials, taping and finishing, wall coverings, and lead based paint removal at Dyess AFB, Texas. The contract will be a firm fixed price, IDIQ. The contract consists of four major elements as follows:

a. Detailed Task order specifications encompassing most aspects of Painting requirements for the 7th Civil Engineer Squadron (CES).

b. Units of measure and corresponding prices for each of the specifications and Task orders.

c. General and Special Provisions.

d. No monetary amount shall be obligated by the award of the contract. Monetary amounts are obligated on the issuance of individual Task orders only.

4. Place of Performance: Dyess Air Force Base, Texas.

5. Period of Performance and Magnitude: The performance period includes one (1) base year with four (4) option years. The magnitude of construction is between $1,000,000.00 and $5,000,000.00.

6. The Government intends to award on a past performance trade-off basis. The solicitation will be issued via www.sam.gov website. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted.

Prospective contractors must register on the site in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. The SAM site is http://www.sam.gov When the solicitation is downloaded, it is important to read the solicitation COMPLETELY. There will be no preannouncement of when the solicitation will be available; however, the issue date for this solicitation is anticipated to be on or about 26 December 2023 with a closing date of 30 days after issuance.
