About this file

This document is a Single Source Justification (Simplified Acquisition) for the Department of the Air Force, 673d Contracting Squadron at JBER, Alaska. The project involves maintenance and operation upgrade for the F-22 ASMLO Paint Booth systems located in Building 9696, with an estimated contract cost of $25,564.00. Global Finishing Solutions is the sole source contractor due to the proprietary nature of the paint booth systems, which are 18+ years old and used 24/7 for low observable coatings application.

The specific requirements include troubleshooting the paint booth systems, providing a comprehensive report detailing system issues and recommended maintenance, and conducting functional checks to ensure continued operational capability. The maintenance will be performed during normal day shift hours, with potential follow-on contracts anticipated for non-standard repairs and facility work. The contracting officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available for this specialized maintenance requirement.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: Department of the Air Force, 673d Contracting Squadron, JBER, AK 99506

Project/Program Name: ASMLO Paint Booth Maintenance and Operation Upgrade

Purchase Request / Local ID Number: UFR

Estimated Contract Cost (including Options): $25,564.00

Section B: Description of the Supplies/Services Required

The 3 MXS/MXMF is in need of technicians of subject matter experts from Global Finishing Solutions to troubleshoot the F-22 ASMLO Paint Booth systems and provide the Government will a report outlining any parts of the system responsible for issues, perform recommended maintenance of a system aged to this level, and detailing how to restore the system to full operational capability, to include any facility repairs necessary. The report shall include any necessary and recommended actions to fully restore the system, if applicable, as well as any upgrades to prolong the life of the system for Government consideration. A follow-on contract, or contracts, will be issued to address any non-standard maintenance and/or repairs, or upgrades necessary to restore full operational capability. Work that is required to be done to proprietary components of the system belonging to Global Finishing Solutions will be done on a follow-on contract directly with Global Finishing Solutions, and work for facility repairs that do not touch, or affect proprietary components will be awarded on a follow-on contract issued through competitive bids for that necessary facility work.

The maintenance and programming will be conducted during normal day shift hours at Bldg. 9696.

Section C: Justification for Soliciting from a Single Source or Brand Name

The 3 MXS Bldg. 9696 has uniquely manufactured Global Finishings Solution (GFS) F-22 aircraft paint booths and a clean and dirty room for panels. These booths are 18+ years old and are very heavily used 24/7 for 365 days out of the year for the application of low observable coatings. Over the past several years the mechanical systems of the booths have been degrading to the point of having to patch workarounds to keep the booths operating. The manufacturer's proprietary rights for computer program of the booths is in desperate need of an inspection and maintenance. To keep the booths operating now and into the future it requires trained, certified, and GFS authorized technicians to inspect the entire, conduct functional checks, and provide the Government with data to ensure the system continues to operate now and into the future.

Section D: Efforts to Obtain Competition

Because the paint booths were specially built for this facility at JBER and the programing is proprietary to Global Finishing Solutions, there are no other companies that have the rights and ability to access specific building specifications and troubleshoot the system.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

There are no other manufacturers that have rights except the Global Finishing Solutions. This makes options limited resulting in a single source justification.
