About this file

This document contains questions and answers regarding a federal contract opportunity for a publically available information alerting system. The opportunity is seeking a platform that can provide email alerts to Department of Defense personnel on various events and topics of interest across all aspects of DoD operations from individual members to strategic planning. The system must include a forcing function to ensure access is limited to DoD users only. While hosted solutions would be considered, any external platform would need to meet specific cyber security standards. The alerting system is required to be unclassified. The related federal contract opportunity is issued by the Department of the Air Force Headquarters District of Washington for an unclassified publically available information alerting system.

The attached are the questions with answers received for this request.

Section 3.1.8 requests a "forcing function" to ensure DoD-only access. Are there any required forcing functions, or more detailed authorization/security requirements from the Government that would need to be met by the vendor?

Q&A RFI PIA001

Is this a new requirement or is there an incumbent? Please provide contract number and vendor name?

This is a new requirement.

Section 3.1.2 requests email alerts on events and topics of interest (with a few examples such as force protection, terrorist events, and disaster relief.) Is there a defined list of event types the system should support?

There is not a defined list of events or topics; however, alerts should focus on the whole of Department of Defense operations (air, ground, space, naval, cyber, force protection, technology, etc.) The platform will inform decisions from the individual DoD member to strategic decisions/planning across the entirety of the DoD.

Section 3.1.8 specifically addresses the requirement to alert a DoD user to their responsibilities in the use of publically available information. This could involve notifying a user of specific guidance and requiring the acceptance of that message prior to product/platform usage.

Would the Government consider a solution hosted in an offertory's commercial environment or does the Government require only solutions that are hosted in a Dod/Gov environment?

The Government would consider a solution hosted in an offeror's commercial environment. In order to be accepted, the environment would be required to meet specific cyber security standards.

At what classification levels does the Government seek to deploy the PIA alerting system?

This system would be unclassified.
