SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Office of Marine and Aviation Operations and NOAA Ship Ronald H. Brown.
2. Description of supplies or services required to meet agency needs (including the estimated value). Ronald H. Brown requires moorage and hoteling services from October 21 –November 14th at the Port of St. Petersburg, FL. Ronald H. Brown requires pier space, facility security, power, water, trash, and line handling services for approximately 25 days.
3. Identification of the single source or the brand name to be solicited.
Joan McGowan Marina and Port Operations Supervisor City of St. Petersburg 500 1st Ave SE, St. Petersburg, Fl. 33701 Ph: 727-893-7329/Fax: 727-551-3223 Cell: 727-639-5762 Joan.mcgowan@stpete.org
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Urgency – NOAA Ship Ronald H. Brown needs immediate pier space in the greater Tampa Bay Area as of October 21 at the conclusion of a project in the Gulf of Mexico.
The close timeline for this and the next project require the ship to dock in South Florida.
St. Petersburg is the only port which can accommodate the ship and whose location does not require us to sacrifice project sea days. Therefore, the ship outside of the South Florida area and have exhausted all other port options. We must stay within the Tampa Bay / St. Petersburg locale.
Other - Only one source is capable Due to the operating region of NOAA Ship Ronald H.
Brown, the ship must stay in the greater South Florida area. Shore power is an absolute requirement which limits the availability of pier space. The ship has done extensive research throughout the state of Florida and the Port of St. Pete is the ONLY option, financially and operationally being able to meet the requirements. If unable to remain in St. Petersburg, the ship and the science party will have to incur the costs to travel 6 days outside of our operating area. This will cause us to loose sea days from both this and the next project. It will cost thousands of extra dollars in shipping for science parties.
