About this file

This is a Sole Source Certification Request filed by the Colorado Division of Oil and Public Safety (OPS) under authority of C.R.S. 24-103-205. The request seeks to procure specialized electric vehicle charger testing equipment mandated by House Bill HB25-1267, which directs OPS to inspect EV chargers for accuracy. The equipment package includes a J1772 portable EVSE test system (CCS1 DUO) capable of testing single-phase AC at 250V and 80A as well as DC at 1000V and 200A with Tesla connector compatibility; three man-in-the-middle cable sets for interfacing with support vehicles to test DC and AC chargers at various power levels (CCS1-DC 350A, NACS-DC 350A, and CCS1-AC 80A); a load emulator for single-phase AC/DC testing when a support vehicle is unavailable; a spare 11.1V battery to maintain operational continuity; and a UtiliCart with umbrella for field equipment protection and operator safety. The J1772 test system meets NIST E.P.O.30 requirements as outlined in Colorado regulations.

The procurement is designated as a sole source acquisition because the market for similar EV charger testing equipment is extremely limited, with no other vendors in the United States currently offering comparable equipment. The state's fiscal year budget has been directed to fund this equipment purchase. No specific pricing terms, quantities beyond the described components, response deadlines, site visits, bidder conferences, or contract term information is detailed in this certification document.

Sole Source Posting (§24-103-205, C.R.S.)

Project Information:

The Division of Oil and Public Safety (OPS) was directed to begin inspecting electric vehicle chargers for accuracy by house bill HB25-1267. The bill's fiscal note directs OPS to purchase inspection test equipment this fiscal year. The market for equipment to test electric vehicle chargers is extremely limited. There are no other vendors in the country selling similar equipment yet.

Description of Goods and/or Services:

A description of the goods and/or services to be awarded under this posting. Description of unique design or performance features essential to the Division/Unit’s requirements. Including a technical explanation as to why these features are essential.

● Test Module- J1772 (CCS1) DUO Single Phase AC 250V, 80A DC 1000V, 200A as well as Tesla connector

The J1772 portable EVSE test system will facilitate the testing of retail chargers as outlined in HB25-1267 and meets the requirements of NIST E.P.O.30 as outlined in Colorado regulations.

● Man-in-the-Middle CCS1-DC Cable Set 350A

○ A MM-CCS1-DC-350 cable is required to interface the J1772 tester with a support vehicle to test level 3 dc chargers.

● DC 350A Cable, NACS Adapter

○ A MM-NACSDC-350 cable is required to interface the J1772 tester with a support vehicle to test level 3 dc chargers that utilize a NACS connector (Tesla and many newer EV vehicles).

● Man-in-the-MiddleAC 80A Cable, CCS1 Adapter

○ A MM-CCS1-AC-80 cable is required to interface the J1772 tester with a support vehicle to test level 1 and level 2 ac chargers providing results that mirror true consumer transaction experiences and eliminates excess waste of electrical current.

● Load emulator Single Phase AC/DC, 28A at 120V, 50V at 208V, 58A at 120V, 32A at 480V

○ The load emulator provides for testing when a support vehicle is not available or is not capable of accepting a sufficient delivery of charge required. A load emulator also provides a stable draw to perform repeatability or extended draw testing as needed to verify accuracy of results.

● Spare Battery 11.1V

○ A spare battery is necessary to eliminate down time and ensure continual productivity during an inspector's assigned hours.

● UtiliCart with Umbrella

○ UtiliCart is essential to provide a stable and mobile work surface in the field for the protection of the equipment and safety of the operator.
