PERFORMANCE WORK STATEMENT (PWS)

PATRICK AIR FORCE BASE (PAFB) CHAPEL SUPPORT

SERVICES 5 MAY 2020

DRAFT

PART 1

GENERAL PERFORMANCE REQUIREMENTS

1. SCOPE OF REQUIREMENT

1.1. GENERAL: The purpose of this requirement is to provide non-personal chapel support services in accordance with (IAW) the requirements of this Performance Work Statement (PWS). Services shall include all labor, material equipment (other than the Government Furnished Property (GFP) listed), supervision and transportation required to perform the necessary duties of this requirement. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who in turn is responsible to carry out the Government.

1.2. OBJECTIVE: Contractor shall provide non-personal services required to support the religious and spiritual mission of Patrick Air Force Base (PAFB), to include the musical and religious education components of the Catholic and Protestant communities of the South Patrick and Seaside Chapels at PAFB. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the following eight (8) positions:

1.2.2. Catholic Music Director

1.2.3. Catholic Religious Education (RE) Coordinator

1.2.4. Catholic Youth Coordinator

1.2.5. Protestant Services Musician

1.2.6. Protestant Music Director

1.2.7. Protestant Religious Education (RE) Coordinator

1.2.8. Protestant Youth Coordinator

1.3. BACKGROUND: The Air Force (AF) provides direct mission requirements for worship rites and services on AF installations, as well as the following:

1.3.1. Provide musician support for Catholic music programs which support rites and services.

1.3.2. Provide musician director support for Catholic music programs which support rites and services.

1.3.3. Provide religious education support in the form of a RE Coordinator as well as a Youth Coordinator for the Catholic community.

1.3.4. Provide musician and music director support for Protestant music programs which support rites and services.

1.3.5. Provide religious education support in the form of a RE Coordinator as well as a Youth Coordinator for the Protestant community.

1.4. PERIOD OF PERFORMANCE: The period of performance shall be for one (1) Base Year of 12 months and two

(2) 12-month option years. The period of performance reads as follows:

Base Year: 1 Oct 20 – 30 Sep 21 Option Year I: 1 Oct 21 – 30 Sep 22 Option Year II: 1 Oct 22 – 30 Sep 23 6-month Option to Extend: 1 Oct 23- 31 Mar 24

1.5. QUALITY CONTROL: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which s/he assures himself that his work complies with the requirement of the contract. Three copies of the QCP shall be delivered to the cognizant Contracting Officer, QASP and Contracting Officer Representative within 30 days after contract award. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

1.6. QUALITY ASSURANCE: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.7. RECOGNIZED HOLIDAYS:

1.8. HOURS OF OPERATION: Normal business hours for the Chapel is 0730-1630 Monday through Friday, except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Based on the hours listed for each position, the contractor is responsible for work during normal business hours as well as during evenings and weekends when respective religious services and activities are being conducted. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.9. PLACE OF PERFORMANCE: The work to be performed under this contract will primarily be performed at Seaside Chapel and/or South Patrick Chapel as well as any designated off-site locations required by a religious service, event or activity.

1.10. TYPE OF CONTRACT: The government will award a firm-fixed price contract.

1.11. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.12. KEY CONTROL: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

1.12.1 In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

1.12.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

1.12.3. LOCK COMBINATIONS. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.

1.13. SPECIAL QUALIFICATIONS: Catholic and Protestant Youth Coordinator positions will require additional background clearances in order to work along-side minors.

1.14. POST AWARD CONFERENCE/PERIODIC PROGRESS MEETINGS: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance.

At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.15. CONTRACTING OFFICER REPRESENTATIVE (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.16. IDENTIFICATION OF CONTRACTOR EMPLPOYEES: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and wear badges in the performance of this service.

1.17. CONTRACTOR TRAVEL: Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract. All travel requires Government approval/authorization and notification to the COR.

1.8. TELEWORKING: In accordance with 41 U.S.C. 3306(f), an agency shall generally not discourage a contractor from allowing its employees to telecommute in the performance of Government contracts. Therefore, agencies shall not- Include in a solicitation a requirement that prohibits an offeror from permitting its employees to telecommute unless the contracting officer first determines that the requirements of the agency, including security requirements, cannot be met if telecommuting is permitted. The contracting officer shall document the basis for the determination in writing and specify the prohibition in the solicitation; or when telecommuting is not prohibited, unfavorably evaluate an offer because it includes telecommuting, unless the contracting officer first determines that the requirements of the agency, including security requirements, would be adversely impacted if telecommuting is permitted. The contracting officer shall document the basis for the determination in writing and address the evaluation procedures in the solicitation.

1.8.1. Ad hoc teleworking as a result of inclement weather, base closures, or special work assignments at alternate duty locations is permitted on a case-by-case basis with the approval of the COR. Regularly scheduled teleworking for certain positions can be authorized by the COR on a short- term or long- term basis. The Contractor shall allow 15 business days for the government to review and approve / disapprove each request for regularly scheduled teleworking. The government will consider the security, surveillance, and asset availability implications for each request.

1.8.2. Security reviews will consider each area of this PWS as it pertains to teleworking.

1.8.3. Surveillance reviews will consider the government’s procedures to verify the Contractor’s ability to perform the tasks required by the PWS.

1.8.4. Assess availability will verify the government’s ability to provide government owned equipment suitable for teleworking. Work shall be performed at the alternate duty locations using equipment provided by the Government.

1.8.5. Operating costs associated with the Contractor using alternative duty locations will not be assumed by the Government. All equipment must be authorized by the Government for use.

1.8.6. Costs associated with travel between the alternate work location and the government location to which the Contractor would normally be assigned will not be assumed by the Government. The provisions of this paragraph apply to travel between the alternate work location and any TDY location.

1.8.7. The Contractor shall maintain availability during core hours via email and phone. All expenses for Internet, telephone connectivity, and other equipment services shall be borne by the Contractor.

1.8.8. Personal computer equipment is not approved for Government work.

1.9. TELECOMMUNTING: Telecommuting will be approved on a case-by-case basis. Work may be performed at an alternate location using equipment, which will be provided by the Government. The Contractor shall provide a written request with appropriate rationale for the CO approval prior to any telecommuting.

1.9.1. The Government will not assume operating costs associated with the Contractor using an alternative worksite.

1.9.2. The Government must authorize all equipment. The Contractor shall maintain availability during core hours via email and phone.

1.9.3. All expenses for Internet, telephone connectivity, and other equipment services shall be borne by the Contractor.

1.9.4. Classified work is not authorized under telecommuting or alternate worksite. Authorized telecommuting or alternate worksite locations do not abrogate the Contractor’s requirement for complying with the protection of information IAW DoD and USAF regulations, Security and Protection of Information sections of this PWS, contract clauses or DD Form 254.

1.10. LEAVE OF ABSENCE/SUBSTITUTIONS: Contractor shall provide the COR a two-week notice of any planned or unplanned extended period of absence and, if necessary, arrange for a substitute. Extended period of absence is defined as an absence of three days or more. Substitute’s qualifications must meet (including background check) requirements listed in Section 4 of this PWS.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. Facilities: The Government will provide the necessary workspace for the contractor staff to provide the support outlined in the PWS to include desk space, telephones, computers and other items necessary to maintain an office environment.

3.2. Equipment: The Government will provide required office, musical and sound support equipment as needed according to the PWS.

3.3. Materials: The Government will provide basic office supplies to perform duties IAW this PWS.

PART 4

POSITION DESCRIPTIONS

4. POSITION DESCRIPTIONS

4.1. CATHOLIC MUSICIAN

4.1.1. SCOPE OF RESPONSIBILITIES: This position supports the music component of the Catholic worship community. The Catholic music program will encompass the needs of the respective congregations and choirs of the Seaside Chapel on Patrick AFB and the South Patrick Chapel in the South Patrick housing area as identified by the Catholic priest.

4.1.2. MINIMUM ACCEPTABLE QUALIFICATIONS:

4.1.2.1. Possess a Bachelor’s degree in music, music education, or equivalent experience (approx. 4 years).

4.1.2.2. Have at least 1 year experience in accompanying choirs that perform a wide range of Catholic liturgical music.

4.1.2.3. Have at least 2 years’ experience with a church and/or chapel program leading congregational singing of hymns and Catholic liturgical services.

4.1.2.4. Possess ability to teach, rehearse, and conduct music parts and harmonies and be able to coordinate guitars, drums, violins and other instruments with vocals in a way that meets professional music standards.

4.1.2.5. Possess ability to play chords, melodies, and tempo of music as written on a piano/keyboard and the ability to sight‐read and transpose music. Primary musical instrument must be a piano/keyboard. An organ or other musical instruments is desired.

4.1.2.6. Possess a capability to maintain a harmonious working relationship with chapel staff, choir members, cantor, and other accompanists in all working situations.

4.1.2.7. Have understanding of and compliance with all liturgical documents and guidelines pertaining to the music ministry of the Catholic Church.

4.1.3. SPECIFIC RESPONSIBILITIES:

4.1.3.1. Assist the Music Director in drawing a written plan of music for the Liturgical Year, including Holy Days and special celebrations to be coordinated with the Catholic Priest. This may be done in installments but will be submitted no less than four weeks in advance of the first day of the season or period in question. All vocal music will be selected by the Music Director and conform to the liturgical norms of the Roman Catholic Church and the directive of the Catholic Chaplain. The Musician will select music for preludes, interludes and postludes.

4.1.3.2. Ensure that audio equipment is set-up and working with sound system tested (volume) and instruments tuned at least 30 minutes prior to start of liturgy.

4.1.3.3. Attend all Catholic Advisory Council and Liturgy meetings for informational and planning purposes.

4.1.3.4. Maintain an archive of liturgical music. Make recommendations to the Catholic priest for new music purchases. Be sure to review the archive prior to requesting the purchase of new music. Any recommendations must include estimated costs and number of copies. Final purchase decision will be made by Catholic priest.

4.1.3.5. Recruit choir members and additional musicians as required.

4.1.3.6. Submit all necessary facility requests for the use of chapel or other facilities to the chapel staff. Most submissions are on an annual basis.

4.1.3.7. Ensure choir areas are left clean and orderly after use. Restore area to original configuration including wrapping all cords and returning all microphones, music stands, and cords to proper storage areas after every choir rehearsal or worship service.

4.1.3.8. Monitor the condition of the piano, organ, electronic keyboard, guitars, and drums and advise the chapel staff of any problems and/or broken equipment.

4.1.3.9. Ensure zero tolerance for any violation of copyright laws and guidelines. Any abuse of this will be considered breach of contract and cause for termination.

4.1.3.10. Open, secure and lock chapel facilities and sanctuaries whenever used for weekend services, meetings, activities, rehearsals, or ceremonies and turn off all lights. Read and sign facility usage, security, and key control forms (available via chapel staff).

4.1.3.11. Maintain a dress code and professional appearance and attitude suitable to the chapel environment and worship services.

4.1.3.12. Receive training in chapel sound systems and perform microphone test prior to all services.

4.1.4. WORKLOAD SUMMARY:

Special Services:

4.2. CATHOLIC MUSIC (CM) DIRECTOR

4.2.1. SCOPE OF RESPONSIBILITIES: This position supports the music component of the Catholic worship community. The Catholic music program will encompass the needs of the respective congregations and choirs of the Seaside Chapel on Patrick AFB and the South Patrick Chapel in the South Patrick housing area as identified by the Catholic priest.

4.2.2.6. Possess a capability to maintain a harmonious working relationship with chapel staff, musicians, and choir members.

4.2.2.7. Have understanding of and compliance with all liturgical documents and guidelines pertaining to the music ministry of the Catholic Church.

4.2.3 SPECIFIC RESPONSIBILITIES:

4.2.3.1 Plan and direct the Catholic music programs in coordination with the Catholic priest to include all choirs, special music including solos, duets, and all congregational singing. This includes choosing all sung music to be used in the services, programs and rehearsals. Provide the Catholic priest or his designee with a written plan of music for the Liturgical Year, including Holy Days and special celebrations. This may be done in installments but will be submitted no less than four weeks in advance of the first day of the season or period in question.

4.2.3.2. Attend Catholic Liturgical meetings for informational and planning purposes.

4.2.3.3. Maintain an archive of liturgical music. Make recommendations to the Catholic priest for new music purchases. Be sure to review the archive prior to requesting the purchase of new music. Any recommendations must include estimated costs and number of copies. Final purchase decision will be made by Catholic priest.

SCOPE OF RESPONSIBILITIES: The Catholic Religious Education Coordinator will serve as resource person, advisor and coordinator of religious education (RE) for the Patrick Air Force Base Catholic community to include administration of the religious education program, recruitment, training, and mentoring of Christian educators, and the planning and conducting of an annual Vacation Bible School program. This includes formal religious education and spiritual development for adults, teens, children, pre‐school, sacramental preparation (including 1st Communion, Reconciliation and Confirmation programs), children’s liturgies, and Rite of Christian Initiation of Adults (RCIA).

4.3.2. MINIMUM ACCEPTABLE QUALIFICATIONS:

4.3.2.1. Possess knowledge of the beliefs and practices of the Catholic faith and Catholic doctrine to include a minimum of two years’ experience as an RE coordinator, or teacher.

4.3.2.2. Have a minimum of two years’ experience working with worship, liturgies, and rites of the Roman Catholic Church.

4.3.2.3. Possess coordination skills to be able to organize and communicate with chapel staff, contractors and volunteers verbally and in writing.

4.3.2.4. Be adept in organizational and administrative skills to include proficiency in computer skills, such as Microsoft Word and Excel.

4.3.3. SPECIFIC RESPONSIBILITIES:

4.3.3.1. Hold office hours at least 3 days per week (Monday through Friday) for 4 hours per day and 3 hours on Sunday mornings. Office hours will be posted in Catholic bulletin. Additional hours may be required for major functions during the year (i.e. VBS, Holy Days, etc.).

4.3.3.2. Plan, organize and supervise RE classes during the months of September – May. The classes will include:

4.3.3.2.1. Elementary (Grades Pre-K – 6): Sunday Mornings from 1015 – 1115; 26 per year

4.3.3.2.2. Junior High (Grades 7 & 8): Sunday Mornings from 1015 – 1115; 26 per year

4.3.3.2..3. RICA: Meeting 1 hour per week, day and time TBD; 20 per year

4.3.3.3. Register and assign all students, teachers and aides (co‐teachers) to religious education classes, as well as determine the size and number of classes at each age level.

4.3.3.4. Submit an annual assessment and critique of the RE program to the Catholic priest and provide a copy to the chapel staff no later than 31 May.

4.3.3.5. Attend all Parish Advisory Council meetings and weekly Chapel Staff meetings for informational and planning purposes.

4.3.3.6. Submit RE Program updates, changes, and announcements to the Catholic Parish Coordinator for inclusion of the parish bulletin. Must be submitted at least one week prior to bulletin release.

4.3.3.7. Recruit volunteer teachers (catechists) and volunteer assistants, substitutes, and other necessary staff for all RE classes. At least one catechist per class and one assistant to each catechist are required. In addition, an updated record of contact information for each volunteer must be kept. This should include availability and schedule as well as current contact information in both electronic and hardcopy formats.

4.3.3.8. Provide orientation for new catechists and assistants on RE policies, and available resources.

4.3.3.9. Schedule, plan, organize and conduct annual catechist and assistant training prior to Catechist Sunday in September, or arrange for a qualified trainer to conduct this training in coordination with the Catholic Youth Coordinator and the Catholic priest. Quarterly in‐service training will also to be provided for all catechists and assistants.

4.3.3.10. Meet individually with each new and returning catechist within 60 days of the beginning of RE classes to assess program needs.

4.3.3.11. Plan events to honor and recognize all volunteers during the year. This will take place at least annually, and will be funded using non-appropriated funds. Primary event will be coordinated with other community programs.

4.3.3.12. In consultation with the Catholic priest and Catholic Parish Coordinator, develop and submit an annual RE program calendar of events to the Catholic priest for the period of September – May noting class days, training sessions, special events, and sacrament celebrations of First Reconciliation, First Eucharist, and Confirmation (if applicable). This is to be coordinated with the Catholic Youth Ministry Coordinator, taking into account scheduled school vacations and federal holidays.

4.3.3.13. Prepare the annual RE CTOF budget for submission to the Catholic Parish Coordinator no later than 31 May for final approval by the Catholic Priest.

4.3.3.14. Coordinate all Appropriated Fund requests for textbooks, supplies, and equipment required to support the religious education program with the Catholic priest or his appointed representative no later than 31 May.

4.3.3.15. Submit Chapel Tithe and Offering Fund (CTOF) requests as required in support of the parish religious education programs.

4.3.3.16. Maintain a stock of expendable supplies and procure supplies as needed for the RE program in accordance with annual budget. All requests and purchases for supplies must be in accordance with chapel policy and procedures.

4.3.3.17. Assess all texts to be used in the program prior to ordering for the next year. Assessment is to involve the catechists and Catholic priest.

4.3.3.18. Submit all necessary facility requests for the use of chapel or other facilities to the chapel staff. Most submissions are on an annual basis.

4.3.3.19. Provide and monitor a sacramental program to include First Reconciliation and First Eucharist and Confirmation for second graders and beyond. These sessions are separate from the regular religious education sessions and are to be conducted by the contractor or a trained volunteer catechist with times and days to be determined.

4.3.3.20. Arrange parent sessions for each sacramental program that are conducted by the contractor or a qualified volunteer leader.

4.3.3.21. Arrange rehearsals, workshops, and receptions in coordination with the chapel facilities manager for all sacramental celebrations.

4.3.3.22. Program any special events or liturgies requested by the catechists in conjunction with the Catholic priest.

4.4. CATHOLIC YOUTH (CY) COORDINATOR

4.4.1 SCOPE OF RESPONSIBILITIES: The contractor will serve as the Catholic Youth (CY) Coordinator, shall serve as coordinator, teacher, facilitator, and organizer of the religious education program, spiritual development, to include retreats and workshops for students in Grades 9 through 12, for the Patrick Air Force Base Catholic community.

4.5. PROTESTANT MUSICIAN

4.5.1. SCOPE OF RESPONSIBILITIES: This Performance of Work Statement is established to support the Protestant Chapel Ministries. Musician shall provide musical accompaniment on keyboard/organ for the Protestant Traditional Service, weekly choir/praise team rehearsals, and for Service Chaplain-approved special services and activities.

4.5.2. MINIMUM ACCEPTABLE QUALIFICATIONS:

4.5.2.1. One year minimum experience as a chapel or church musician.

4.5.2.2. A knowledge of traditional Protestant religious music. Ability to play for congregational and choral singing, special music, as well as for the enhancement of the worship experience.

4.5.2.3. Have an appreciation for and commitment to Christian worship, as well as a spirit of caring for worshippers and participants in music ministries.

4.5.2.4. Proven record of maintaining professional relationships in a chapel or church program.

4.5.2.5. Have familiarity with multiple denominational worship styles and music, being sensitive to the chapel's pluralistic environment.

4.5.2.6. Must have ability to improvise while playing keyboard/organ or accompanying a soloist.

4.5.2.7. Bachelor of Arts degree in Music is preferred, but not required.

4.5.3. SPECIFIC RESPONSIBILITIES:

4.5.3.1. Coordinate with the Protestant Traditional worship service chaplain and the Director of Protestant Music on the preparation of all music rehearsals and presentations required to support the Protestant Traditional Worship Service and assist by providing accompaniment music for all required worship services and special services performed as part of the Protestant program.

4.5.3.2. For each worship service: Provide the prelude music (if needed) and offertory music (special instrumental music during the receiving of the offering) and congregational singing. Be ready to play music from the chapel Protestant hymnal as selected by the chaplain of the service as needed. Provide congregational accompaniment hymn music and postlude.

4.5.3.3. The contractor must be able to maintain a neat, clean, conservative dress, and well-groomed professional appearance, and conduct themselves in a business-like manner.

4.5.3.4. Provide security for government equipment and property used in performance of this PWS. Government owned property will not be removed from the chapel without written approval by the appropriate equipment c Oustodian.

4.5.3.5. Follow building security measures. Musician will ensure facility is secured at the conclusion of events.

Protestant Worship Services

Musical Accompaniment

52 per year Provide musical accompaniment for choral selections, congregational singing, interludes and other selections during the course of Sunday worship services.

Special Services (Musical Accompaniments)

24 per year Provide musical accompaniments (including preparation of a choir, if required) for chapel special services to include, but not limited to, funeral or memorial services (Active Duty) and seasonal special worship services including Thanksgiving, Easter and Christmas, at the request of the advising Protestant Chaplain.

4.6. PROTESTANT MUSIC (PM) DIRECTOR

4.6.1. SCOPE OF RESPONSIBILITIES: This position supports the music component of the Protestant Worship Community (Parish) Vision and Mission Statements, as identified by the Wing Chaplain. The Protestant music program will encompass the needs of the respective chaplains, congregations, and choirs of the Patrick AFB Chapel programs.

4.6.2. MINIMUM ACCEPTABLE QUALIFICATIONS:

4.6.2.1. Possess a Bachelor’s degree in music, music education, or equivalent experience (approx. 4-5 years).

4.6.2.2. Have at least 1 year experience in directing and accompanying choirs and/or worship teams that perform a wide range of Protestant worship music.

4.6.2.3. Have at least 2 years’ experience with a church and/or chapel program leading congregational singing and working with Protestant celebrations.

4.6.2.4. Possess ability to teach, rehearse, and conduct music parts and harmonies and be able to coordinate guitars, drums, violins and other instruments with vocals in a way that meets professional music standards.

4.6.3. SPECIFIC RESPONSIBILITIES:

4.6.3.1. Plan, direct and choose the music for the Protestant music programs in coordination with the advising Protestant Chaplain to include all choirs, praise teams, special music including solos, duets, and ensembles, and all congregational singing and any musical accompaniments. Hours are estimated at 16 – 20 hours per month (hours may vary).

4.6.3.2. Ensure that audio equipment is set-up and working with sound system tested (volume) and instruments tuned at least 30 minutes prior to start of each Protestant worship service. Contractor is responsible for the music coming out of the instruments, not necessarily the sound system. Complete a review of musical selections with worship service chaplain and perform a warm‐up with the choir. NOTE: The choral warm‐up will not replace the weekly choir rehearsal.

4.6.3.3. Attend Parish Council meetings for informational and planning purposes.

4.6.3.4. Maintain an archive of Protestant worship‐appropriate music, hard copy or electronic.
