About this file

This document is a Questions and Answers (Q&A) file addressing submission requirements and evaluation criteria for a Navy RFI/Sources Sought regarding aviation capability solutions issued by the Portfolio Acquisition Executive (Aviation), PAE(A).

Submission Format and Technical Requirements: Responses must include a mandatory 10-page written submission in Times New Roman 12-point font, with graphics, figures, and tables permitted in minimum 8-point font. An optional 20-slide PowerPoint presentation in widescreen (16:9) format may accompany the written response but cannot serve as a standalone submission. Both title pages and cover slides count toward their respective page/slide limits. Submissions may be sent to designated Navy NIPR mailboxes or via DoDSAFE for oversized files (requiring 48-hour advance request to Samantha Moore at samantha.c.moore11@us.navy.mil). Submissions may be classified at the Controlled Unclassified Information (CUI) level and must be properly marked per DoD Instruction 5200.48, with "CUI" clearly indicated in email subject lines and cover pages. Solution Parameters and Evaluation: The Government will accept partial solutions, component capability statements, and subcontractor responses. Alternative technical approaches addressing defined capability gaps are welcome if supported by data-backed rationale. Combat radius, weight, and drag parameters are within the respondent's trade space; the Government will not dictate specific constraints. Evaluation of combat radius depends on platform versatility—highly capable multi-role platforms may have shorter ranges, while specialized single-mission platforms require higher combat radius to justify singular utility.

Text version

Q1: If we include a title page with our response, will it count against the 10-page limit?

Answer: Yes. The 10-page limitation applies to the entirety of the written submission. Any title pages, cover pages, table of contents, or executive summaries included in the PDF will count towards the 10-page maximum.

Q2: Can we use font size smaller than 12-point for graphics, figures, and tables?

Answer: Yes. The use of a smaller font size (minimum 8-point) is acceptable for graphics, figures, tables, provided that legibility and overall readability are not affected. Main body text must remain Times New Roman 12-point.

Q3: Is the submission format restricted to a 10-page paper with the option for an accompanying 20-slide PowerPoint, or is it acceptable to submit only a PowerPoint presentation?

Answer: A written response is mandatory for a submission to be considered complete. The optional PowerPoint presentation is intended as a supporting brief. It cannot be used as a standalone replacement.

Q4: For the optional 20-slide brief, does the Government have a preferred slide size/format?

Answer: Widescreen (16:9) is the preferred slide format.

Q5: Does the title/cover slide count toward the 20-slide limit for the optional brief?

Answer: Yes. The 20-slide limitation applies to the entirety of the PowerPoint presentation. Any title or introductory slides included will count towards the 20-slide maximum.

Q6: Can we submit our response at the Controlled Unclassified Information (CUI) level?

Answer: Yes. The Government will accept unclassified submissions up to the Controlled Unclassified Information (CUI) level.

NIPR Mailbox Submission: Submissions may be emailed directly to the designated unclassified email addresses:

usn.patuxent.comnavairsyscompax.mbx.fcdi-marketplace@us.navy.mil, samantha.c.moore11.civ@us.navy.mil and jacob.j.leighton.mil@us.navy.mil.

Security Markings: Any submission containing CUI must be properly marked in accordance with DoD Instruction

5200.48 (CUI). The email subject line and the cover page of the document must clearly indicate “CUI” or “Controlled Unclassified Information”.

Q7: If we cannot provide a complete platform solution, will the Government accept partial solutions, component capability statements, or responses from subcontractors/subsystem vendors?

Answer: Yes. Please note that the program’s primary focus is on speed-to-fleet capabilities that do not require heavy, long-term Government R&D. However, the Government strongly desires to receive innovative, data-backed concepts and ideas on how to address the capability gaps outlined in this Sources Sought/RFI.

Q8: Can you identify the specific Government office behind this RFI? Furthermore, we believe the baseline technical parameters in Section 2.0 (such as tying the solution to existing carrier launch/recovery infrastructure and exploring VTOL) may introduce mission performance trade-offs or limit potential capability increases. Will the Government entertain alternative technical approaches?

Answer: This RFI is issued by the Portfolio Acquisition Executive (Aviation), PAE(A). Responses and concepts received will be distributed within the PAE(A) ecosystem to the most appropriate PMA or technical working group.

The Government remains open to any capability solution that addresses our defined capability gaps with support, data-backed rationale.

Q9: Due to file size limitation and email restrictions, will PowerPoint presentations submitted as a PDF meet the submission requirement? If not, will a DoDSAFE link be provided?

Answer: Yes. Submitting the optional 20-slide presentation as a PDF is acceptable.

For files that exceed standard size limits, the Government will accept submission via DoDSAFE. To use this method, vendors must email the Contract Specialist, Samantha Moore, at samantha.c.moore11@us.navy.mil at least 48 hours prior to the submission deadline to request a DoDSAFE “Drop-off” link.

Q10: Can the Government provide the desired mission effects along with specific weight and drag counts to support our “Combat Radius” response for the specified mission sets? If specific classified data cannot be shared, can generic weights and drag counts be provided?

Answer: Combat radius, weight, and drag parameters are fully within the defined trade space for this RFI.

The Government will not dictate or constrain specific weight or drag counts. Respondents are expected to determine their own system capability trade-offs. The Government’s evaluation of a concept’s combat radius will depend on the overall utility of the platform:

• Highly Versatile Platforms: If a proposed solution is highly capable, multi-role, and versatile, a shorter combat radius may be considered acceptable.

• Specialized Platforms: If a proposed solution is specialized or restricted to a single mission set, a higher combat radius will be required to offset the platform’s singular utility.
