8/23/23 # Section # Offeror's Questions GSA's Answers 1 3 While sensor technology will be applicable for many of the ecological constituents that are proposed in the RFP, there may be more precise and efficient ways of collecting information that don’t involve sensors. Does GSA want to rely solely on remote sensors, or will other methods of data collection be

Remote sensors are a best practice and proven way of accomplishing data collection over time without having contractor personnel on site. The federal government will not entertain other methodolgies for this RFQ.

2 Please confirm that cost of equipment is not expected in the fee proposal since the research methodology has not yet been developed.

Yes, we expect the cost of sensors to be part of the cost proposal. The federal government assumes a $40,000 cost to purchase the sensors.

3 3.3 Sub-Task 3A states that the “site investigation is intended to allow the contractor research team to test assumptions of the site, install sensors, take field measurements…” We want to avoid the scenario of our “assumptions of the site” being wrong, especially since site selection occurs before the detailed research methodology is developed. How will GSA help minimize the chances of this, or could there be a contingency plan in the event that

The sensors and field measurements will be based on a research methodology proposal as part of task 2, which will involve GSA input and approval as per the SOW.

This project is meant to validate and document current federal government assumptions.

4 Once sensor technology has been installed at the two pilot sites, who will be responsible for troubleshooting, maintenance and/or vandalism? Will there be personnel at the facility to support this work? If not, how should it be accounted for in the Price PDF?

Federal government facilities are secured and access is monitored. The federal government will attempt to address any issues that arise with the sensors. There will be local point of contact at each selected site.

Offeror will not need to account for this beyond what is requested in the RFP.

5 9 Section 9.0 outlines Security requirements. We are concerned that the typical duration of meeting security requirements will not align with the project schedule. Please advise.

The federal government will expand the first period of performance/schedule to accomodate the time needed to complete the security clearance process.

6 12 / 14.2 Should resumes be included in the Technical Narrative (as they are a component of the Technical Quote Evaluation Factor #2) and/or separately as per the submission instructions?

Is it a requirement that the bidder be on the GSA Schedule?

There is no requirement for an offeror to be on the GSA Schedule.
