About this file
This file is a presentation agenda for a Program of Assertive Community Treatment (PACT) Client Listening Session conducted by the Massachusetts Executive Office of Health and Human Services, Department of Mental Health (DMH) on November 3, 2026. The listening session was designed to gather feedback from PACT clients regarding their experiences with services and to inform the development of formal procurement documents for PACT and Forensic PACT services. The session covered five primary discussion topics: satisfaction with services, communication between clients and providers, services offered by PACT, and an open forum for general feedback. DMH also accepted written feedback submissions of three pages or less, with responses due by 5:00 PM on November 3, 2026, directed to Michael.Stepansky@mass.gov. The listening session represented a preliminary market-engagement phase conducted prior to the finalization of a Request for Information (RFI) to gather input from current providers, potential bidders, and community stakeholders.
The document emphasizes client confidentiality and privacy protections, stipulating that participant names and provider information would not be included in any summary or reports and that feedback would have no impact on service eligibility or receipt. Participants were explicitly instructed not to record the session and to maintain confidentiality regarding personal information shared by others. The feedback collected during this listening session was intended solely for policy development purposes to help DMH better understand client needs, identify service gaps, and determine what additional services could be offered by PACT providers to assist clients in achieving their goals. No pricing, funding amounts, or contract terms are specified in this document.
