Dear Quoter:

This solicitation package has been prepared by the Federal Bureau of Prisons, FCI Ashland, for the provision of Hot-Compacted Asphalt Repair. All work will be performed at the FCI Ashland. This solicitation contains all the necessary information for submitting a quote for evaluation.

In submitting quotes, offerors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format and submission of quotations. All potential quoters are advised that this solicitation includes the provision at FAR 52.204-7 System for Award Management which requires all Contractors doing business with the Federal Government to be registered in the SAM database. Quoters should include their Data Universal Number System (DUNS) number in their quotes. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee’s DUNS number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.

Quotes shall be received on or before September 9, 2022, at 2:00 p.m. Eastern Standard Time.

Quotations received after the deadline will be handled in accordance with FAR 52.212-1(f). Quotes are to be emailed in .pdf format only sent to kslone@bop.gov and will be deemed received at the time received as indicated on the email notification. Emails rejected by filters are not the responsibility of the government.

1. 0 SUMMARY OF WORK PLACE AND PERFORMANCE:

The Federal Bureau of Prisons (FBOP), FCI Ashland is located at State Route 716 in Ashland, Kentucky intends to make a single award to a responsible entity that will provide all necessary equipment, materials, and incidentals to repave the front loop of the Administration Building.

2.0 WORK HOURS:

The working hours for these services shall be regularly scheduled days, Monday through Friday 6:30 AM to 3:30 PM excluding Federal holidays. Work hours outside of this time frame are permissible with the approval of the Facility Manager and shall be coordinated a minimum of 24 hours in advance.

3.0 RESPONSIBILITIES:

A. Contractor:

FCI Ashland shall continue to operate normally for the duration of the project. The contractor shall develop a work plan to work according to the security restrictions outlined in section 4.0, Security and Storage of Equipment. Work shall be scheduled and adequate time allotted for clean-up and the storage of tools, equipment and supplies prior to the expiration of the work hours outlined in section 2.0 Work Hours. This includes time to check tool inventories, and the removal of debris.

The contractor will also be responsible for the following:

• The contractor shall furnish all labor, materials, equipment, and supplies for this project.

• Contractor will perform as needed milling and prep work to for approximately 1900 square yards at two inches.

• Contractor shall also mill an additional two inches for approximately 640 square yards to repair all broken and weak areas.

• Contractor shall use a tack coat for good bonding.

• Contractor shall place 2 inches of base asphalt in all broken and weak areas.

• Contractor shall additionally place two inches of hot compacted asphalt as follows:

1. ½” of scratch binder course asphalt

2. 1 ½” of hot compacted wearing surface (type I).

• Contractor shall stripe existing parking lines on new pavement.

4.0 SECURITY AND STORAGE OF EQUIPMENT:

You will not be allowed to store any tools inside the main institution. All tools and equipment shall be inventoried daily and removed from the work area.

Installation personnel shall be permitted to wear jeans in the institution. They shall wear clothing that is safe and suitable for the area and type of work they will be performing.

The inmate population wears khaki, green and orange clothes. Installation personnel shall not wear clothing of any combination of these colors nor shall they wear camouflage, or sleeveless shirts (tank tops). Anyone wearing clothing displaying offensive words, messages, or symbols will be denied access to the facility.

Security requirements for this Contract: All personnel working on the job site shall be legal residences and will complete the following prior to initiating work: Complete and submit to the Contracting Officer the HSPD-12 and Residency Requirements, and a National Crime Information Center form (NCIC).

The Contractor shall be constantly aware of security issues and will have limits contact with the inmate population. Any violations of the institution rules and regulations are to be brought immediately to the attention of an appointed Government employee for prompt and proper action.

All work activities shall be monitored by a Contracting Officer Representative (COR). The COR will coordinate the day to day operations of the project. The COR is the main contact for badging, tool control, site access, submittals, stored materials, quality control, field testing and final inspections. The Contracting Officer (CO) is the only government official authorized to approve additional work that is not outlined in the original scope of work.

You must immediately contact the CO if you discover anything that has the “potential” for adding cost to the project.

The Contractor shall be responsible for proper tool, equipment, chemical control and sanitation of the assigned work areas. The Contractor will report to work at the designated time and follow all rules related to contract staff and security of the institution.

5.0 DRAWINGS:

Not Applicable.

6.0 SCHEDULE:

The contractor shall complete all work, to include, but not limited to: mill work, installation, and final inspection within 30 days.

7.0 ESCORTS:

The institution shall provide one (1), full time, FBOP staff to escort contractors during in the performance of this task and second escort will be provides as needed. The seconded escort shall be coordinated through the Contract Monitor in advance. Plan your work to allow for efficient utilization of time, tools and materials and prepare your work schedule accordingly

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
