About this file

This is a Pre-Solicitation Synopsis for the manufacture and delivery of Pack Liner Main units (NSN 8465-01-613-1251) to be procured by the Defense Logistics Agency Troop Support. DLA intends to award two separate lots under a firm-fixed price, indefinite quantity contract with a three-year ordering period. Lot 0001 is set aside for small businesses with a guaranteed minimum of 27,500 units, annual estimated quantity of 110,000 units, and maximum quantity of 410,000 units, with a maximum monthly production rate of 7,000 units. Lot 0002 is unrestricted with the same quantity parameters and includes a 10% HubZone price evaluation preference. The product must be manufactured in accordance with GL/PD 13-02 (DTD October 9, 2013) and its Interim Change Letter (DTD February 7, 2014).

Evaluation for both lots will employ a best value tradeoff methodology, with primary technical evaluation criteria including passing hydrostatic testing reports, visual requirements, and dimensional requirements. Offerors must demonstrate passing hydrostatic test results to proceed to visual and dimensional evaluation. Price will be evaluated for fair and reasonableness using annual estimated quantities multiplied by proposed unit prices. For Lot 0002, offerors must also submit socioeconomic support plans detailing good-faith efforts to subcontract with small businesses, disadvantaged business enterprises, HUBZone firms, veteran-owned businesses, and HBCUs/MIs, including specific dollar percentages and performance tracking methods. The production lead time is 205 days from award, comprising 45 days for first article test submission, 40 days for government review, and 120 days for initial delivery. The solicitation is estimated for release in April 2026 and will be posted on the DLA DIBBS system at https://www.dibbs.bsm.dla.mil/. Interested vendors must register in SAM and obtain a CAGE code to access solicitation documents.
