Notice of Funding Opportunity (NOFO) Questions and Answers - Supplemental
Funding Opportunity Number SFOP0005969
July 19, 2019
1) Recognizing that the period for questions and answers for the Pacific Islands Good
Governance Initiative NOFO (Number SFOP0005969) is closed, our organization wanted to bring a situation to your attention that may affect potential bidders. As noted in the
NOFO on page 2 and in response to an earlier question, the State Department confirmed that offerors are required to work with SPC/RRRT and PIFS. In contacting these organizations, SPC/RRRT indicated that they would be mounting a prime bid of their own, possibly in conjunction with PIFS. Is the State Department aware of this situation?
a. While both SPC/RRRT and PIFS are eligible to apply to this funding opportunity, EAP recognizes that this could affect competition and may appear to give an unfair advantage to SPC/RRRT and/or PIFS. In order to maximize full and open competition, applicants are no longer required to work with SPC/RRRT or PIFS. Partnering these specific organizations will not affect an application’s competitiveness. The NOFO has been revised to reflect the following:
Projects are strongly encouraged to work with Pacific regional organizations on governance in the Pacific Island nations. There are no specific organizations that applicants must work with; however, applicants that propose work with organizations with prior direct experience on governance in the Pacific are preferred.
The revised NOFO has been upload to SAMS Domestic and grants.gov;
please refer to page 2 of the NOFO.
