About this file
This is Addendum #1 to solicitation PA038-26 issued by a Georgia county for the provision of 1099 processing services on an annual contract basis. The addendum clarifies the service requirements and specifications outlined in the original 28-page solicitation packet. The county seeks a service provider capable of independently processing and delivering 100,000 or more 1099 forms annually, including filing, printing, mailing, and portal services. The service provider must handle the entire process without subcontractors and retain overall responsibility for county relationship management. County staff will require data access only after the filing process is completed, not during the filing phase. The addendum references a sample Oracle-generated data file containing supplier tax withholding information for reference, and bidders must acknowledge the addendum on Page 9 of the Fee Schedule.
Pricing must follow the Fee Schedule format, which requests per-form, per-item, monthly, and annual unit prices that include all associated costs such as travel and supplies. The original solicitation's reference to "hourly rates" has been disregarded in favor of unit pricing. The requirement for three-year recipient portal access is to be priced within the contract period; post-contract portal access will be determined through negotiation with the awarded vendor and should not be included in proposal pricing. No Security Requirements for Purchase Standards attachment exists in the solicitation materials as originally referenced. Proposing firms must provide three comparable references demonstrating relevant experience and meet all stated qualifications independently without reliance on subcontractor experience.

PA038-26
Provision of 1099 Processing Services on an Annual Contract
Please see below summation of questions/answers and clarifications for the above solicitation.
Clarifications:
C1: Please disregard the third bullet point under Section II, Part J, Page 3, stating that service providers “Must meet all applicable
Security Requirements for Purchase Standards enclosed.”
C2: Section III, Part G, Page 6, should not reference “hourly rates” and should rather be “unit prices”. The updated sentence should read: Please note that ALL costs associated with these services MUST be included in the unit prices including but not limited to travel, supplies, etc.
Questions:
Q1: Page 2 requires a proven track record delivering 100,000+ 1099s annually. Must the proposing service provider independently meet this requirement, or may a named processing subcontractor’s experience satisfy it when the proposing firm retains overall contract responsibility?
A1: The County requires that the proposing firm meet this requirement independently.
Q2: May the service provider serve as the prime, managing the County relationship and overseeing delivery, while a disclosed subcontractor provides processing, filing, printing, mailing, and portal services? If permitted, may the three comparable references include engagements performed by that subcontractor, and what documentation of the arrangement is required?
A2: The County requires that there be no subcontractors and that the primary service provider handles the entire process.
Q3: The scope references enclosed “Security Requirements for Purchase Standards.” The service provider could not locate that attachment in the 28-page packet. Could the County please confirm this is accurate and provide the standards if so?
A3: Please see C1.
Q4: Page 6 refers to hourly rates, while the Fee Schedule requests per-form, per-item, monthly, and annual pricing. Please confirm that pricing should follow the Fee Schedule.
A4: Please see C2.
Q5: How should the required three-year recipient portal access be priced if the contract is not renewed?
A5: The County will work with the awarded service provider to determine portal access following the expiration of the contract. Portal access following the expiration of the contract should not be priced in this contract solicitation.
Q6: Will County staff need ongoing access to the data during the filing process or only after the filing process has been completed?
A6: County staff will not require ongoing access to the data during the filing process. County staff will require access after the filing process has been completed.
Q7: Can the County provide a sample of the Oracle-generated data that service providers would be receiving?
A7: Please see Sample Oracle-Generated Data attached.
Attachments: Sample Oracle-Generated Data
This addendum should be acknowledged on Page 9 of the Fee Schedule.
Thank You, Blake Christopher
