About this file
This is a Request for Proposal (RFP) issued by Comstock Public Schools, a Michigan public school district, for PA system repairs and updates across four district buildings: Comstock High School (CHS), Comstock Elementary School (CES), Comstock Middle School (CMS), and the Compass Building. The project encompasses comprehensive evaluation and installation of public address system equipment including outdoor horn speakers, indoor ceiling-mounted speakers, power supplies, and associated wiring across all four facilities. The elementary building requires installation of additional outdoor speakers on east and west faces, indoor stairwell speakers, and extension of PA coverage to portable buildings. The middle school needs outdoor horn speakers on multiple building sides and nineteen indoor hallway speakers plus a cafeteria horn. The high school project includes twenty-five combination surface-mount and ceiling speakers, hallway and stairwell coverage, and an amplifier installation. The Compass Building requires seventeen speakers addressing hallway and gymnasium coverage gaps. Proposals must be submitted by Monday, October 5, 2026, at 1:00 PM to the Comstock Public Schools Administration Building, 6138 King Highway, Kalamazoo, Michigan 49048. All work must be completed either during winter break (December 21, 2026 to January 1, 2027) or on alternative dates proposed by bidders that minimize disruption to students and staff.
All bids must be accompanied by a 10% bid bond and sealed in envelopes clearly marked "Bid Opening." Bidders are required to submit manufacturer's written guarantees, complete descriptive literature for any equivalent product substitutions, and a sworn, notarized conflict of interest affidavit as required by Michigan Public Acts of 2004. Bids must include delivery to the point of use and are exclusive of applicable excise taxes. Bidders must certify compliance with federal and state nondiscrimination laws, provide proof of debarment status, and confirm non-participation in Iran-linked businesses per Michigan Public Act 517 of 2012. The Board of Education reserves the right to reject any or all bids and will make final award determinations based on which proposal best serves the district's interests. Bidders should direct technical questions to Facilities Director Sean Gillette at Sean.Gillette@ComstockPS.org, and bid packets should be submitted to Finance Director Brenda DeMott.

Requirements
Requested work to be performed: Update/replacement of equipment noted.
Availability: All proposals must include the availability of this work being completed over Winter break (December 21, 2026 to January 1, 2026). Or, you may propose dates/times that will be the least disruptive to students and staff.
Summary of bid package:
Elementary Building:
Evaluation:
Outdoor:
There are 6 Valcom horns. Three are located on the North side and three on the south.
There are no speakers covering the east or west sides of the building.
Indoor:
The main building lacks coverage in the stairwells.
The portable buildings have no public address speakers.
Recommendations:
Outdoor:
Install an additional Valcom V-C6124P power supply in the IDF.
Install three additional speakers on the east face of the building and three speakers on the west face of the building.
Indoor:
Install a speaker in each stairwell (3) powered by a new Valcom V-C6124 power supply.
Pull wire from the main building through the existing conduit into building four. Pull wire between each building. Install a new speaker in each building (4).
Middle School Building:
Evaluation:
There are many hallways and outdoor areas that do not have any speaker coverage.
Recommendations:
Outdoor:
Install outdoor horn speakers on the south, west, and north sides of the building.
Indoor:
Install nineteen 2x2 drop-in speakers in hallways and a new horn in the cafeteria.
High School Building:
Evaluation:
A majority of the hallways and public spaces in the old building do not have any coverage; this includes the cafeteria.
We also found that the core of the second-floor hallway and stairs lacked any coverage.
Recommendations:
Install four ceiling speakers in the second-floor hallway and a horn to cover the stairwell.
For the old option of the building, we recommend installing an amplifier in the janitorial closet near the boiler room. This unit will power the speakers required to provide coverage to the hallway and cafeteria areas.
Install a combination of surface-mount and 2x2 ceiling speakers (25 in total)
Compass Building:
Evaluation:
The current PA system is a combination of original equipment and updates made over the years. Currently, there is no hallway coverage in the old Admin portion of the building. There is also no hallway coverage in the main north-south hallway next to the gym. The speakers in the gym are attached to the original ceiling, buried behind the new drop ceiling.
Recommendations:
Install a combination of surface-mount and 2x2 ceiling speakers (17 in total).
The bid MUST be accompanied by a 10% bid bond.
The Board of Education reserves the right to reject any or all bids.
The Board of Education will make the final determination as to the proposal that fits the district's needs.
