About this file

This is a Request for Information (RFI) issued by the U.S. Space Force Space Systems Command in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office. The RFI is due by 20 July 2026 at 1400 Mountain Standard Time and seeks market research information on modernization approaches for the Combatant Commanders Integrated Command and Control System (CCIC2S), a "system of systems" that provides missile warning of air, missile, and space threats to North America. The CCIC2S integrates terrestrial and space-based sensor outputs, command and control nodes, and communication and dissemination links to enable mission processing for air and missile warning and system operations functions.

Respondents are requested to provide information across four levels of effort: modernization of CCIC2S operational architecture, modernization of development architecture, integrated enhanced capabilities for warfighter needs addressing air, missile, space, and emerging threats with improved graphical user interface, and enhanced next-generation cyber operations and capabilities. Desired information includes technical risks and dependencies, proposed solutions meeting operational requirements, integration methodologies with minimum viable products, conceptual schedules, acquisition strategy recommendations with tranche pathways, programmatic risks and dependencies, marketplace assessment, partnership recommendations, financing and cost-sharing options, intellectual property and data rights implications, relevant C2 systems experience, and rough order of magnitude cost estimates with identified cost drivers. Responses are limited to 30 pages for controlled unclassified information (CUI) and 20 pages for classified submissions, formatted in 12-point Times New Roman with 1-inch margins. All submissions become Government property, are entirely voluntary with no compensation, and responses will not be returned. An industry day with optional one-on-one sessions is scheduled for the week of 17 August 2026, with registration required by 15 July 2026. Questions must be submitted within 14 days of RFI posting to specified email addresses based on classification level.

APPROVED FOR PUBLIC RELEASE

Combatant Commanders Integrated Command and Control System (CCIC2S) Service Life Extension Program (SLEP) Request for Information (RFI)

Due Date: 20 July 2026

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Space Force is not at this time seeking proposals and will not accept unsolicited proposals. Those responding are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

1. Synopsis The Space Systems Command (SSC) in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office is seeking information on how an interested contractor could provide information relative to modernization of the Combatant Commanders Integrated Command and Control System (CCIC2S) infrastructure.

2. Background CCIC2S provides timely, unambiguous, and continuous Missile warning of air, missile and space threats to North America, and geographical theaters. CCIC2S is a unique, integrated, C2 “system of systems,” that provides data communication between external sensors and end users, mission processing for air and missile warning mission and system operations functions. The system consists of terrestrial and space-based sensor outputs, C2 nodes, and communication and dissemination links.

3. Objectives The NCMC-ITW/AA Program Office is actively evaluating modernization pathways to ensure sustained operational relevance and enhanced mission responsiveness of the CCIC2S System of Systems. This RFI is to provide the NCMC-ITW/AA program office assistance in market research in the identification of innovative solutions to support the modernization of the CCIC2S program to bring the CCIC2S infrastructure and systems to a next generation of systems that enables rapid development and deployment of enhanced capability to meet the needs of the warfighter and rapidly adapt to the emerging threats of the future.

3.1. NCMC-ITW/AA would like to understand industry capabilities to address the following levels of effort to support CCIC2S modernization while continuing to satisfy all the CCIC2S Operational Requirements. The four (4) Levels of Effort are:

3.1.1. Modernization of CCIC2S Operational Architecture

3.1.2. Modernization for CCIC2S Development Architecture

3.1.3. Provide integrated enhanced capabilities to address the needs of the warfighter for air, missile, space, and emerging threats while providing an unambiguous picture of the graphical user interface (GUI).

3.1.4. Provide enhanced next generation cyber operations and capabilities.

3.2. Supporting the levels of effort defined in paragraph two above, provide recommendations on acquisition strategies that best enable multiple tranche demonstrations and rapid delivery of capability.

4. Desired Information

Responses will be based on the objectives outlined in this document. Augmented levels of detail for these objectives can be found in the CUI RFI and Classified RFI.

4.1. Technical Response Section (separate submissions for CUI and Classified)

4.1.1. Technical risks (major) that would impact the successful execution of each objective.

4.1.2. Critical dependencies for successful execution of each objective.

4.1.3. Address levels of effort (LOEs) that meet and/or exceed the CCIC2S Operational

Requirements and Capability Needs Statement (CNS) (Reference paragraphs 2 & 3 and Classified RFI).

4.1.4. Identify integration methodology of various industry technology to provide rapid capability through incremental deliveries to include a minimum viable product

(MVP).

4.1.5. Include a conceptual schedule showing the feasibility of the execution of the LOE technologies described in the response.

4.2. Acquisition Focused Section (separate submissions for CUI and Classified)

4.2.1. Acquisition Strategy recommendations – tranche and pathways.

4.2.2. Programmatic risks that would impact successful execution of the LOE.

4.2.4. Provide information into the regional marketplace and industry’s ability to support the LOEs.

4.2.5. Recommendations on partnerships and partnership strategies to enable rapid delivery of capability through the delivery of a minimal viable product and tranche deliveries of warfighter capabilities. If non-traditional defense contractors (NDCs) are proposed, provide the support to meet the definition of NDC and/or Other Transaction Authority (OTA) criteria.

4.2.6. Please identify what type of financing, cost-sharing, or Independent Research and Development (IR&D) would be desired or provided for each LOE.
