About this file
This is a bid proposal and contract document from the Virginia Department of Transportation (VDOT) for on-call guardrail repairs throughout the Salem District on various interstate and primary routes. The project, identified as Order No. P81 and Contract ID C0000126851N01, encompasses repair and maintenance of guardrail infrastructure at multiple unspecified locations within the district, with work to be performed on an as-needed basis through task orders. The contract includes estimated quantities for numerous guardrail components and accessories, including guardrail beams in various configurations, terminals, fixed object attachments, median barriers, and related hardware. The bid submission deadline was 10:00 AM on Wednesday, May 27, 2026, with a contract completion date of June 30, 2029. The project operates as a renewable on-call contract with anticipated task orders issued throughout the contract term, and the Department will issue Task Orders with cumulative value equal to or exceeding 70% of the original contract value unless the contract is terminated. The contract includes provisions for two one-year renewal terms following the initial term, contingent upon mutual agreement between VDOT and the contractor and satisfaction of specified conditions.
Pricing for individual bid items is submitted on a unit price basis for materials and services, with measurement and payment conducted according to Section 109 of the VDOT specifications. The contract requires a bid bond valued at five percent of the total bid amount, with performance and payment bonds valued at the lesser of the contract value or $250,000. No specific set-asides or disadvantaged business enterprise restrictions are noted in the procurement documents. The project is subject to prevailing wage rate requirements as determined by the Virginia Department of Labor and Industry, with rates varying by county and classification. The contract requires compliance with Small, Women-Owned, and Minority-Owned Business (SWaM) program participation goals, though no specific percentage is stated in the base contract language. Contractors must maintain prequalification status with VDOT and comply with all requirements of the Virginia Work Area Protection Manual, MUTCD, and the 2020 Road and Bridge Specifications. The contract includes provisions for fuel price adjustments and steel price adjustments on designated bid items, as well as detailed requirements for traffic control, maintenance during construction, environmental compliance, and quality assurance testing.

It is further certified that the aforementioned mutually acceptable quote and fully executed subcontract agreement represent the entire agreement between the parties involved and that no conversations, verbal agreements, or other forms of non-written representations shall serve to add to, delete, or modify the terms as stated.
The prime Contractor further represents that the aforementioned mutually acceptable quote and fully executed subcontract agreement shall remain on file for a period of not less than one year following completion of the prime's contract with the Department or for such longer period as provisions of governing Federal or State law or regulations may require. For purposes of this form, the term Prime Contractor shall refer to any Contractor utilizing a SWAM subcontractor, regardless of tier, in which they are claiming SWAM credit toward the contract goal.
Contractors further jointly and severally represent that said binding agreement is for the performance of a "commercially useful function" as that term is employed in 49 C.F.R. Part 26.55 (c), (d).
