About this file
This is a Brand Source Justification document for a federal contract action. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Information Officer (OCIO), is requesting a competitive task order on the NASA SEWP Government-Wide Acquisition Contract (GWAC) for Microsoft Azure licenses and subscriptions. The acquisition is being conducted as a new task order using firm fixed price contracting with FY 2026 IT Funds. The period of performance is 12 months from contract award, with a quantity of 7,950 units under task 6QK-00001.
HUD's justification for brand name selection cites FAR 6.302-1 (only one responsible source), asserting that Microsoft Azure is the only cloud platform capable of meeting the agency's requirements for maintaining and expanding cloud-based infrastructure, including secure hosting, data storage, application modernization, and continuity of operations, without substantial cost, schedule, and operational risk. Market research identified three NASA SEWP authorized Government resellers capable of providing the required Azure licensing and services: Four Points Technology LLC (SDVOSB, Herdon VA), Minburn Technology Group (SDVOSB, Great Falls VA), and SDVOSB (Frederick MD). The contracting officer will conduct price analysis against proposals received and compare them to a government estimate, awarding to the proposal meeting technical requirements at a fair and reasonable price. HUD states there are no barriers to competition for future acquisitions and will continue market research to identify additional vendors capable of providing equivalent Azure capabilities.

Market research efforts included a targeted search of small businesses using the NASA SEWP Government-Wide Acquisition Contract (GWAC), with a specific focus on identifying authorized resellers capable of providing Microsoft Azure licensing and related services.
7. A determination by the contracting officer that the anticipated cost to the
Government will be fair and reasonable.
The Contracting Officer will conduct Price Analysis in response to the solicitation issued on NASA SEWP, against the proposals received and will be compared to the Government’s Estimate. The subsequent award will be made to the proposal the meets the technical requirements and that is fair and reasonable to the Government.

HUD currently has no barriers that limit or restrict consideration for any subsequent awards.
Additionally, HUD will continue to utilize Market Research to determine other viable vendors that can offer the capabilities of the Azure capabilities.
12. Contracting officer certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
