SECTION 1 – INTRODUCTION AND PROJECT DESCRIPTION

1.1 Background

The City of Peoria (City) is seeking an experienced water facility contractor (Contractor) to provide preconstruction and construction services for equipment and infrastructure improvements at the existing B302 Agua Fria Booster Station (AFBS). The station is located on the northwest corner of the intersection at Lake Pleasant Parkway and Westwing/Lone Mountain Parkway. Figures 1 and 2 show the project location map and existing site layout respectively.

The AFBS is an in-line potable water booster station constructed in 2021 to deliver water to the City’s northern and western water distribution systems. The station is currently equipped with three 2,083 GPM vertical turbine booster pumps and has a firm pumping capacity of 6 MGD. There are also three pressure-reducing valves that can be utilized to reverse flow direction between the City’s separate water pressure zones (Zone 5W/5E to Zone 4E). The original design of the booster station considered potential future expansion and improvements to increase the pumping capacity as shown in Figure 3.

To meet the growing water demand for the surrounding area, the project aims to increase the pumping capacity at the booster station with a phased approach towards full buildout capacity. According to the City’s 2025 Water Master Plan and projected future water demand, the recommended firm pumping capacity at the site is 21 MGD to Zone 5W and 10 MGD to Zone 5E. A map of the water pressure zones for the City surrounding the booster station is shown in Figure 4. A water reservoir is also recommended at the site to improve operations at full buildout. The project will need to consider the future implementation of the reservoir into the station.

The following upgrades and improvements are anticipated, but not limited to:

• Installing additional vertical turbine booster pumps and all associated equipment

• Installing new suction and discharge piping for the additional booster pumps and future phases

• Separating the currently joined discharge piping between Zone 5W and Zone 5E with a new zone isolation valve

• Installing new electrical equipment and expanding on-site generator capacity

• Expanding instrumentation and control systems

• Site improvements including paving, grading and drainage

1.2 Selection Process

One contract may or will be awarded for the Construction Manager at Risk as a result of this solicitation. The City expects to award the project to the best valued Contractor based on the requirements in this solicitation. The Contractor selected for qualification will be the firm whose qualifications are responsive, responsible, and are the most advantageous to City, as determined by City in its sole discretion.

Submitting contractors ideally will possess experience in the following areas:

• Experience with construction of water remote facilities.

• Experience working as a CMAR on projects that have yielded positive results including reduced change orders, higher quality of construction, improved communication, collaborative relationships, accelerated schedule and increased cost certainty throughout the project.

• Experience in leveraging the subcontractor community to contribute to the preparation of market accurate cost estimates

1.3 Project Schedule

Cost effective construction in an efficient timeframe and within the City’s tolerance of financial risk will be the guiding principles behind design and construction of these improvements. Section 3 of this Statement of Qualifications (SOQ) requires that submitting Contractors prepare a proposed project schedule which addresses the traditional phases as well as City of Peoria, permitting, GMP preparation, and Council Approval(s). Submitting Contractors should propose the “ideal” timeline for construction that will result in a quality product with minimal impact to the existing booster station. Submitting Contractors are encouraged to provide a realistic assessment of construction duration with current subcontractor market conditions taken into account.

The City of Peoria Capital Improvement Program has provided funding for design in fiscal year 2026/2027.

Construction funding is allocated for fiscal years 2027-2029. The City expects to complete the design effort by Summer 2027 and construction improvements by the end of year 2029. Proposals should include a project schedule that meets this timeline.

1.4 Project Budget

The City of Peoria’s total capital budget for this project is $5,800,000.00, of which approximately $5,500,000.00 is available for construction.

1.4 Client Team

The Peoria Mayor and City Council collectively are the project client and as such authorize all project budgets and capital expenditures. To represent the interests of the Mayor, Council, and City Management the City of Peoria has identified Mark Vidal to fill the Role of Project Manager and day-to-day contact for the entire project.
