About this file
This document is a Brand Name Justification memo from the Department of the Air Force Sustainment Center (AFSC) at Tinker Air Force Base requesting a sole-source purchase of specific Zoller RFID hardware and adapters. The Air Force's 76 PMXG requires specialized RFID components to enhance their existing Zoller Venturion 450 Tool Pre-setter and ensure compatibility with newly acquired Starrag machine tools, including a Z96910713 RFID read/write head, multiple adapters (Z96910500-05, Z6001C06, Z6015950, and KON01), and one day of on-site installation service. The justification emphasizes that Zoller is the only vendor capable of providing these specific components, which are critical for seamless integration with Balluff BIS-C-600 RFID chips embedded in their machine tooling, and that alternative vendors would require complex re-engineering and potentially increase unplanned labor and material costs.
Market research was conducted using the System for Award Management (SAM) databases with NAICS Code 332510, reviewing small business categories including 8(a), HUBZone, Service-Disabled Veteran Owned, and Women Owned Small Business categories. The research confirmed that only one vendor (Zoller) can satisfy the requirement. The procurement is being processed under Solicitation Number FA813225Q0031, with the contracting officer determining that the contract action requires a specific brand name in accordance with FAR 13. The document is dated 23 June 2025 and indicates that the contact for further information is Myracle Poston from OC-ALC/OBCA.

SUBJECT: Zoller RFID Hardware and Adapters Request for Brand Name Purchase
1. To enhance the capabilities of our existing Zoller Venturion 450 Tool Pre-setter and ensure compatibility with newly acquired Starrag machine tools purchased through the BPA, we require specific RFID hardware and adapters from Zoller. This equipment will modify the Venturion 450 to read and write tool pre-setting data to Balluff BIS-C-600 RFID chips, which are embedded in the tooling used on the Starrag machines. The core component is the Z96910713 RFID read/write head, supported by the Z96910500-05 adapter for connectivity. To accommodate the various tool holders, we also require the Z6001C06 and Z6015950 adapters for polygonal and HSK-T/ICTM compliant shanks, respectively, as well as a custom-designed KON01 adapter for a specific Starrag cone/face holder. Zoller will provide one day of on-site service (SERVICE1) to install and test this hardware, guaranteeing seamless integration and functionality with both our existing Zoller pre-setter and the new Starrag machines. This upgrade will enable efficient RFID-based tool management, data integrity, and streamlined workflows within our production environment.
2. 76 PMXG currently utilizes a Zoller Venturion 450 Tool Pre-setter for precision measurement of machine tools. To prepare for the upcoming Capital Investment Program (CIP) projects and ensure seamless integration with new equipment, we require specific RFID hardware and adapters. It is these components be Zoller-branded for several reasons. Firstly, this guarantees complete compatibility with our existing Venturion 450 system, facilitating a straightforward integration process
Secondly, the Zoller RFID hardware is specifically designed to interface with Balluff BIS C RFID chips embedded in the grinding wheel hubs/holders of the new CIP equipment, ensuring accurate and efficient data transfer for tool management. Lastly, opting for Zoller-branded accessories provides the assurance of quality, reliability, and readily available OEM support, which is essential for long-term maintainability and minimizing downtime. This approach represents a significantly more cost-effective solution than procuring entirely new equipment while maximizing our existing investment and mitigating potential compatibility issues.
3. Zoller Inc. is the only brand that can provide RFID Hardware and Adapters that would meet the seamless integration with new equipment. Also, parts from a different brand may not meet performance requirements without undergoing complex engineering re-design and re-verification.
Thus, parts from a different brand would translate to unplanned labor and material cost.
4. Market research was performed reviewing System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (332510) looking for companies that could provide Zoller RFID Hardware and Adapters. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide a Zoller RFID Hardware and Adapters. In review, only one vendor possesses the capability to satisfy this requirement.
