About this file

This is a Scope of Work document from the California Department of Food and Agriculture's Division of Measurement Standards (CDFA-DMS) soliciting competitive bids for procuring at least fifteen (15) test standards and associated equipment to test installed commercial electric vehicle fueling systems (EVSE). The project supports Executive Order B-48-18's target of 250,000 zero-emission vehicle chargers by 2025, with the goal of establishing standardized fueling infrastructure measurement standards. The equipment must meet specific technical requirements, including NEMA manufacturing standards, ANSI safety certification, Ethernet/Wi-Fi connectivity, energy measurement capabilities, and compatibility with various charging protocols (SAE J1172, CCS1, and NACS).

The solicitation includes comprehensive requirements for the test equipment, such as load emulators, interconnect cables, and carts, with a three-year support and annual calibration services warranty. The contractor will be responsible for delivery, system configuration, and providing training at two CDFA work sites (Sacramento and Anaheim) for up to eight staff members at each location. The budget is contingent on appropriations, with payment to be made in accordance with the California Prompt Payment Act, requiring invoices to be paid within 45 calendar days. The document indicates that the specific contract amount and final contractor details are to be determined (TBD), suggesting this is an initial competitive bidding phase for the equipment procurement.

California Department of Food and Agriculture Division of Measurement Standards

SCOPE OF WORK

1. Background Executive Order B-48-18 set a target of 250,000 zero-emission vehicle (ZEV) chargers, including 10,000 direct current (DC) fast chargers, by 2025.

Successful commercialization and consumer acceptance of ZEVs depend on hydrogen and electricity as reliable vehicle fuels. Standardized fueling infrastructure is essential to providing the consumer with a basis-of-value comparison and providing marketplace transparency and fair competition for the industry. California needs to establish standards to minimize measurement errors in commercial transactions and provide operating requirements that are consistently applied in the exchange of goods and services. Adherence to these standards provides both buyers and sellers an assurance of equity and confidence.

The provisions of Division 5 of the California Business and Professions Code (sections 12001 et seq.) and Title 4, Division 9, of the California Code and Regulations (sections 4000 et seq.), provide the legal authority for the California Department of Food and Agriculture’s (CDFA) Division of Measurement Standards (DMS) to apply basic weights and measures requirements to all commercial devices used to dispense electricity or hydrogen for fueling ZEVs.

CDFA is required by law to regulate weighing and measuring devices used in commerce. Business and Professions Code, section 12107, requires CDFA to establish specifications and tolerances for all commercial weighing and measuring devices. This includes motor vehicle fuel dispensing systems. Once these parameters are established, it is incumbent upon weights and measures officials to test, verify, and seal commercial devices.

2. Technical Requirements

The CDFA-DMS is seeking competitive bid quotes for the procurement of at least fifteen (15) test standards and associated equipment necessary to test installed commercial electric vehicle fueling systems, commonly referred to as electric vehicle service equipment (EVSE) for compliance with California ‘s adopted tolerances, specifications, and user requirements.

This equipment shall be equipped to meet current minimum manufacturing standards established by NEMA for electronic testing and measuring equipment and be certified for safety of operation by a recognized ANSI organization. Test standards shall meet minimum requirements detailed on Attachment 2 Specification Sheet including: Ethernet/Wi-Fi connectivity; energy measurement at 0.0001 kWh; 0.3% or better energy uncertainty; connectivity with SAE J1172 (AC), CCS1 (DC), and NACS - SAE J3400 (AC and DC).

The quotes shall include equipment configurations of at least fifteen field standards capable of traceably measuring both AC and DC electrical energy.

Certification of the test standard’s electrical energy measurement calibration and tolerance shall be provided by an ISO 17025 accredited laboratory with both AC and DC electrical energy measurement on its scope. Quotes shall include https://archive.gov.ca.gov/archive/gov39/2018/01/26/governor-brown-takes-action-to-increase-zero-emission-vehicles-fund-new-climate-investments/index.html auxiliary equipment that interfaces with the test standards with a minimum of 9 man-in-the-middle cables for using a vehicle as the load rated to match test standard’s capability for AC energy measurement and a minimum of 6 man-in-the-middle cables for using a vehicle as the load rated to match test standard capabilities for DC energy measurement. Rating for cables for DC test standards shall have a 500 amperes minimum rating.

Quotes shall include a minimum of 9 load emulators capable of testing AC EVSE from 120-240V and up to 80 amperes.

Quotes shall include a minimum of 3 DC capable load emulators with a150kW rating or higher with at least 336A at 480V capability that can accept electrical current deliveries over a range of 300 to 800 amperes and voltage deliveries from 208 to 1000V.

The quotes shall include twelve carts for moving and setting up the field standards and AC load emulators and foldable work stands for supporting a field standard while in use in the field or a laboratory.

The devices shall be designed and constructed such that back-to-back energy measurements do not cause the device to overheat or issue temperature faults during testing under normal operations. Field standards and load emulators shall be designed and constructed to accurately and reliably operate in the range of climatic and temperature conditions that can occur throughout California’s diverse geography.

3. Shipping Address:

California Department of Food & Agriculture Division of Measurement Standards Attn: Kevin Schnepp & Rebecca Bland 6790 Florin Perkins Rd., Ste. 100, Sacramento, CA 95828

4. Administrative Requirements:

The names, email addresses, and contact phone numbers for technical and customer support shall be provided to CDFA. Customer service and technical support must be available during normal business hours of CDFA (Monday through Friday except state holidays from 8:00 am to 5:00 pm Pacific Time). Any on-site technical support or maintenance must be coordinated with Department staff and be conducted during normal business hours of the Department.

5. Warranty and Service Delivery

A 3-year Support & Annual Calibration Services warranty will be included. Calibrations must be provided by an ISO 17025 accredited laboratory with current AC and DC electrical energy measurement on its scope. Shipping for warranty repairs (if needed) should be at the manufacturer’s expense.

CDFA-DMS shall arrange and pay shipping standards to the contractor for calibration services. CDFA-DMS shall be permitted to submit standards for calibration in partial shipments rather than all at once to maintain operational needs. The contractor shall accept for calibration any number of standards shipped by CDFA-DMS. Calibrations shall be completed, and standards shall be returned to CDFA-DMS within 45 calendar days. Deviations from the referenced calibration timeline shall be by mutual agreement.
