(AFMC) TINKER AIR FORCE BASE OKLAHOMA

SUBJECT: Brand Name Justification for P24-030 Taylor Dunn Cart Purchase

1. 76 PMXG/MXDSR Workload is shifting from forklift to more single basket items and request the purchase of Two (2) Taylor Dunn Bigfoot 48V carts in support of this workload change.

The Government estimates the total cost of the Commodity will be $ 33,169.42.

2. Previous purchase requests for Cushman or Mortec brands were rejected due to cart being identified as a vehicle. Taylor and Dunn cart has been the only identified cart listed as equipment and still meeting the description of material or service requirements. The shorter bed height lessons the additional daily stress on team members physical capability due to material being delivered to and from multiple post locations. Taylor Dunns mobility of the Bigfoot with its compact design and short turning radius aids in the safe operations inside our work area maneuvering around people, stationary machines, and objects, and being able to safely cross paths of other vehicles while in daily operations. The maintenance advantage of staying with the Taylor Dunn brand, currently the cart maintenance shop currently works on this brand and has knowledge of common issues and has parts stocked for a quick turnaround for unexpected mechanical breakdowns. The deionized water system which we currently have is set up with the water fittings required for daily battery maintenance of the Taylor Dunn carts. Cart will provide the necessary protection for employee safety and routing of Air Force assets throughout the PMXG Shops.

3. Therefore, it is requested that the Taylor-Dunn Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.

4. Market research was performed reviewing General Services Administration (GSA) RFQ 1668005 to 59 vendors and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333924) looking for companies that could provide Two (2) Taylor Dunn Bigfoot 48V. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Two (2) Taylor Dunn Bigfoot 48V. In review there are several sources that can provide this commodity for this acquisition.

6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem a specific brand name to be required.
