C.2 Summary of the Statement of Work

The Building 28 (B-28) High Containment Continuity Laboratory (HCCL) will have gross building area of approximately 175,000 square feet and will consist of bio-safety level (BSL) 3E and 4 laboratories and supporting infrastructure space. The required work involves Contractor providing comprehensive preliminary planning/project start-up and construction services, including, but not limited to: management and inspection services, bonds, insurance, CPM schedules, health and safety plan, quality control plan, product submittal development and review, develop required coordination drawings, construction administration services, security and logistic control, furnish tools, materials, equipment, labor and incidentals, safety review/inspections, quality control, coordinate all construction related work, test and inspections, commissioning, operational manuals, facilities maintenance training, record documents, warranties, and other related professional services.

The project’s site is fully contained within the CDC Roybal Campus located at 1600 Clifton Road in Atlanta, Georgia. The site for the Building 28 (B28) construction encompasses approximately two acres. Building 28’s site is currently densely developed with a four-level structured parking deck and is surrounded by occupied buildings. The site is also encumbered with existing utility lines, which pass through the site area to serve other buildings and facilities that are to remain in service during the construction of Building 28. Building 28 is being constructed in the heart of the laboratory core of the campus and is surrounded by other critical laboratory and office facilities. The High Containment Laboratories will be built to containment standards and requirements defined in the BMBL (6th Edition) for BSL-4 Suit Laboratories and BSL-3 (Enhanced) Laboratories.

The construction of Building 28 will require demolition and removal of the existing parking deck and driveway within the site area. Multiple utilities will be re-routed around the proposed work area to maintain service to adjacent facilities. The removal and replacement of the emergency driveway and utility lines must be sequenced and coordinated to avoid service interruptions and always maintain emergency access to adjacent facilities throughout construction.

There will be multiple new utility connections required to serve the proposed Building 28, including steam, chilled water, electrical duct banks, telecommunications duct banks, fuel oil, liquid nitrogen, and natural gas lines.

The project includes a north campus surface parking lot expansion that encompasses an area of approximately two acres. The project will include the removal and/or re-configuration of the existing surface parking lot and service drive in this area.

The B28 High Containment Continuity Laboratory (HCCL) is designed as a five-story building with a partial SSSB floor and a M2 mezzanine level above the M1 level. The HCCL facility has an expressed and solely dedicated purpose of providing high containment research and diagnostic space to supplement other CDC science programs.

Due to the uniqueness of this arrangement of program space, B28 only includes BSL-3E and BSL-4 high containment laboratories; the remainder of spaces are engineering and material support areas. Each floor of B28 serves a unique purpose, with most of the floors providing lab support functions.

All levels from SSSB to mechanical level, will be served by two service elevators. Front and back doors allow for some separation of people and clean and dirty services. There are two levels that include elevated slabs, the M1 (Mechanical) level has a mezzanine (M2), and the EMOSO (Engineering Maintenance and Operations Services Office) offices suite level is on an elevated portion (level SSBE) of the SSB level.

SSSB Level (Utility Entry)

SSSB Level (Utility Entry) includes a direct tunnel connection that serves as the primary staff, material and supplies entry into B28. This level also provides as the primary campus low voltage, chilled water, steam and condensate return utility entry via the campus utility tunnel. Corridors and connection will receive sealed concrete floors, latex painted CMU walls with aluminum rail protection, and latex painted exposed ceilings.

SSB Level (HCCL Support)

SSB Level (HCCL Support) includes a second and third direct tunnel connection. The SSB level include lab support functional areas: emergency generator room, main electrical and UPS rooms, entry low voltage rooms, incoming potable water room, incinerator room, effluent treatment suite, and B28’s support office suite for EMOSO on an elevated portion (level SSBE) of the slab. The floor slabs of this level will be designed to withstand the movement of various heavy pieces of equipment.

SB Level (EDS Piping)

SB Level (EDS Piping) does not include any connections to adjacent buildings. This floor is dedicated to house the effluent decontamination piping from the HCL floor located immediately above. This floor will provide an unobstructed inspection space for the EDS piping. Miscellaneous storage rooms and caged storage areas are provided along the perimeter; these storage areas will not be located directly below the HCL effluent piping.

B level (HCL)

B Level (HCL) includes the eight lab suites and a direct bridge connection to an adjacent building’s floor. Aside from a pair of select agent holding rooms, no other program areas other than high containment lab rooms are located on B level.

The floor, wall, and ceiling components comprising the bio-barrier will be cast-in-place reinforced concrete. The performance of the high containment concrete mixture will be specified to achieve compressive strength, low shrinkage, workability and smooth surface finish. Barrier walls will span from the structural floor slab to the underside of the structural ceiling slab. The floor-to-floor height for the high containment laboratories is intended to match that of the existing high containment lab (11 feet, for a 10-foot clear height).

The concrete forms are specified to be watertight, incorporate chamfer strips at all exterior corners, and use techniques to provide a ‘bug hole’ free surface for the application of epoxy finish coatings. Form strategies and ‘through-form’ products will be mocked-up for finish compatibility. Interior lab room partitions not serving as a bio-barrier will be single membrane paneling system.

High Containment Finishes:

High-gloss resinous flooring and special coatings will be applied to concrete and metal substrates to provide cleanable, durable, chemically resistant finishes.

Methyl-methacrylate (MMA) flooring.

Thermal-shock resistant resinous flooring (coordination with substrate required).

Epoxy resin wall and ceiling coatings.

Concrete surfaces will be prepared in the following manner:

o Concrete placement includes a robust floor flatness and vibration criteria.

o Floor surfaces will be shot blasted, and wall and ceiling surfaces will be sandblasted to expose cracks, bug holes, and voids. The sandblasting shall roughen the surfaces to ICRI CSI 3–5 profile for finishes adhesion.

1 Level (HEPA)

HEPA filters will be located immediately above the rooms they serve below to minimize duct runs from the bubble tight damper to the HEPA caisson. This floor will be connected to the M1 level above via a large opening in the M1 floor down the east west building axis to allow all ductwork to be distributed more easily through this large opening versus a multitude of floor penetrations. This level will also house support program areas around the perimeter. This level will have a unisex toilet, and one or more occupied enclosed spaces, including a BAS control room and a calibration storage room.

M1 level (Penthouse) and M2 Mezzanine Level

The floor will house mostly engineering components, such as supply and exhaust air systems, breathing air systems, chemical shower system, low pressure steam, humidification heat exchangers, etc. As noted under the HEPA level description above, the upper mechanical floor level is directly connected to the HEPA floor below via a large opening in the floor.

This level includes a mezzanine (M2), which is accessed by stair, supplemented by an equipment lift and serves the purpose of housing mechanical equipment.

The HCCL critical building components include but are not limited to the following:

The HCCL building will have a concrete bio-barrier, high performance special coatings, a distributed control system (DCS) for the control of laboratory functions/systems, air pressure resistant (APR) doors, autoclaves/sterilizers, advanced mechanical, electrical, and plumbing (MEP) system components, and access control systems. These systems and components will require extensive coordination, management, oversight and testing to ensure the proper installation and performance of the HCCL’s critical components or systems.

The concrete bio-barrier system will envelope the eight lab suites as well as segregate the individual suites from one another and further subdivide individual suites into pressure cells. The concrete bio-barrier includes the floor, ceiling, and walls (self-consolidating concrete) of the operational labs. The bio-barrier construction will require a coordination, planning and execution effort to ensure all penetrations and embeds from multiple subcontractors and suppliers, and application of special coatings, are installed such that each pressure cell meets the industry standard of a pressure decay test.

The Building 28 building automation system will include Distributed Control Systems (DCS) Shared Logic Controllers. An automation vendor (Integrator) will have full capability to engineer, fabricate and manage the installation of the automation system. The system will maintain and control temperature, cascading room pressures, APR door sequencing and logic control, and monitor laboratory engineering infrastructure equipment, such as effluent discharge system and chemical showers. The controls system will require technical management and oversight of controls integrator/manufacturer installing DCS system controlling mechanical system and integrating other building discipline components in a mission critical facility requiring precise operation to maintain safe operation.

The MEP systems includes, but is not limited to, the specialty components of breathing air compressors and piping, chemical shower mixing equipment and distribution piping, HEPA filters and associated ductwork distribution systems, biowaste piping and effluent cook tanks, incinerator and air pollution control equipment, emergency generators, and access controls featuring HID, biometric, and numeric keypad readers. The MEP system will require technical management to coordinate and execute installation efforts of multiple subcontractors to ensure successful operation over the facility lifecycle.

The full scope of work is found within the Statement of Work, Specifications, and Drawings which will be provided to those offerors selected to participate in Phase II and incorporated into any resultant contract.

Any changes to the Statement of Work, Specifications, or Drawings will be made via Amendment to the solicitation or Modification to the contract.

H.9 CDC42.0002 Evaluation of Contractor Performance Utilizing CPARS (Aug 2021)

In accordance with FAR 42.15, the Centers for Disease Control and Prevention (CDC) will review and evaluate contract performance. FAR 42.1502 and 42.1503 requires agencies to prepare evaluations of contractor performance and submit them to the Contractor Performance Assessment Reporting System (CPARS). The CDC utilizes this web-based system to prepare and report contractor performance evaluations. All information contained in these assessments may be used by the Government, within the limitations of FAR 42.15, for future source selections in accordance with FAR 15.304 where past performance is an evaluation factor.

The CPARS system requires a contractor representative to be assigned so that the contractor has appropriate input into the performance evaluation process. The CPARS contractor representative will be given access to CPARS and will be given the opportunity to concur or not-concur with performance evaluations before the evaluations are complete. The CPARS contractor representative will also have the opportunity to add comments to performance evaluations.

The assessment is not subject to the Disputes clause of the contract, nor is it subject to appeal beyond the review and comment procedures described in the guides on the CPARS website. Refer to: www.cpars.gov for details and additional information related to CPARS, CPARS user access, how contract performance assessments are conducted, and how Contractors participate. Access and training for all persons responsible for the preparation and review of performance assessments is also available at the CPARS website.

The contractor must provide the CDC contracting office with the name, e-mail address, and phone number of their designated CPARS representative who will be responsible for logging into CPARS and reviewing and commenting on performance evaluations. The contractor must maintain a current representative to serve as the contractor representative in CPARS. It is the contractor’s responsibility to notify the CDC contracting office, in writing (letter or email), when their CPARS representative information needs to be changed or updated. Failure to maintain current CPARS contractor representative information will result in the loss of an opportunity to review and comment on performance evaluations.

The NDA also requires contractor’s employees properly identify themselves as employees of a contractor when communicating or interacting with CDC employees, employees of other governmental entities, and members of the public (when communication or interaction relates to the contractor’s work with the CDC). The Federal Acquisition Regulation (FAR) 37.114 (c), states “All contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public or Congress that they are Government officials, unless, in the judgment of the agency, no harm can come from failing to identify themselves. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.”

(c) The contractor shall inform contractor employees of the identification requirements by which they must abide and monitor employee compliance with the identification requirements.

(d) During the contract performance period, the contractor is responsible to ensure that all additional or replacement contractors’ employees sign an NDA and it is submitted to the Contracting Officer prior to commencement of their work with the CDC.

(e) Contractor employees in designated positions or functions that have not signed the appropriate NDA shall not have access to any non-public, procurement sensitive information or participate in government meetings where sensitive information may be discussed.

(f) The Contractor shall prepare and maintain a current list of employees working under NDAs and submit to the

Contracting Officer upon request during the contract period of performance. The list should at a minimum include: contract number, employee’s name, position, date of hire and NDA requirement.
