NATIONAL PARK SERVICE
SINGLE SOURCE POLICY REQUIREMENTS
National Park Service Policy FAP&P 1443-2015-06 requires a written justification which explains why competition is not practicable. The justification must address one of the following criteria.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;
(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of, an activity presently being funded, for which competition would have a significant adverse effect on the continuity or completion of the activity. A single source on the basis of continuation must demonstrate that competition would result in a substantial duplicate cost to the government that cannot be recovered through competition;
(3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;
(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, technical expertise, or other such unique qualifications;
(5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
NPS did not solicit full and open competition for this award based the following criteria:
Task Agreement issued under previously competed or single source master cooperative agreement per Section 2 above. Single Source Justification not applicable.

Olympic National 600 E. Park Ave Port Angeles, WA 98362 susan_velie@nps.gov Goals: A. Project Goals –
The goal of the project is to provide for three youth interns to work on interpretive programs and natural resource projects at Lewis and Clark National Historical Park.
B. Project Objectives –
The interns will run the park’s Junior Ranger program and provide structured interpretive talks and walks to the visiting public. The interns will learn to keep track of the number of visitor contact, number of junior ranger contacts and the number of junior ranger booklets handed out to our junior rangers. The interns will also be able to participate in invasive plant removal and treatment of the invasive plants. This will improve the park’s natural environment through hands-on inventory of plants, work in the native plant nursery and conduct elk driving surveys.
| PP: The primary purpose of the project is to support the Government’s objective to provide opportunities for youth to learn about the environment and history by spending time working on projects in National Parks. The interns will have “hands-on” learning and real world learning by working on cultural projects. This project will motivate youth and young adults to be involved with the natural, cultural and historical resource protection of their communities and beyond. The youth will learn from NPS professionals about restoration ecology and interpretive techniques. As an indirect benefit, the visitors will receive interpretive information and the park’s invasive plants will be restored. |
| Overview: Create an internship program designed to provide professional development to three youth interested in conservation careers. School schedules will also determine the length of internship for each intern. One internship will be for 680 hours; two internships will be for 480 hours. |
Depending on their specific career interests, interns will work both with the park’s Interpretation Division and the Resources Division, but the amount of time they spend in each division will depend on their specific interests. While working with the Resource Division, interns will participate in an inventory of invasive plants as well as invasive plant eradication as well as conducting elk surveys. Interpretive interns will provide assistance to the park’s Junior Ranger program and give interpretive talks to visitors.
Interns will receive continuous feedback to ensure that they are achieving their educational and professional development goals.
