The objective of this project is to edit, update, and revise for publication a draft ethnographic overview and assessment (EOA) of Ahtna Athabascan connections to Wrangell-St. Elias National Park and Preserve (WRST) that was written more than 15 years ago but never finalized for publication. This EOA will consist of an annotated inventory of all ethnographic and related materials relevant to the Ahtna Athabascans, a narrative synopsis of our current understanding of these materials, and an analysis of data gaps and additional research needs.

STATEMENT OF PUBLIC PURPOSE

The information identified by this product will be shared through a variety of strategies to increase public awareness, knowledge and support for historic preservation and stewardship of the nation’s cultural and historical heritage.

This project will facilitate public knowledge about and understanding of the cultural heritage of Southcentral Alaska. It will collect in one place information about Ahtna traditional tribal use of Wrangell-St. Elias National Park and Preserve for the use of managers in program management and park planning and will also be of value for introducing new park staff and the general public to the cultural context of the park. The information and products developed by this project will be shared through a variety of strategies to increase public awareness, knowledge and support for stewardship of the nation’s cultural and historical heritage.

B. The NPS Responsibilities:

A task agreement is proposed;

A cooperative agreement is proposed;

therefore substantial involvement by NPS is anticipated during the period of performance of this agreement. In support of this agreement NPS will:

A grant agreement is proposed, therefore no substantial involvement on the part of the NPS is anticipated for the successful completion of the statement of work. It is anticipated that involvement will be limited to actions related to monitoring project performance and technical assistance at the request of the recipient.

The principle investigator will be responsible to edit the existing manuscript into a publication-ready document accessible to the public, incorporate relevant materials published since the original draft was produced, identify illustrations to be included in the report, and obtain permission to reproduce the illustrations. The nature of the edit and revision required dictate that the work be done by a qualified and experienced professional anthropologist, not simply an editor. The Wrangell-St. Elias National Park and Preserve (WRST) cultural anthropologist will oversee the project on behalf of the park, attend meetings with community leaders and provide editorial oversight.

The Annotated Bibliography should be updated to include materials published or produced since the initial draft was completed.

Section 3. Single Source Justification

NATIONAL PARK SERVICE

(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives. The unsolicited proposal must demonstrate an innovative capability or concept not currently available to the government, and prepared without Government involvement. ;

(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of, an activity presently being funded, for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, technical expertise, or other such unique qualifications. Successful past performance, familiarity with existing requirements, capabilities that can be obtained or matched by a competitor, or a positive reputation, are not considered to be unique qualifications.

(5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

The recipient is the only organization in the Copper Basin of Southcentral Alaska with professional level anthropology staff and experience working with local tribes. The recipient was established by the eight federally recognized Ahtna tribes for the purpose of management of customary and traditional resources. Its location, anthropological expertise, and connection to all of the Ahtna villages with ties to Wrangell-St. Elias National Park and Preserve make it an ideal cooperator for this project.
